273期两岸经贸大事纪


8/5 「两岸经济合作委员会」第6次例会北京举行
海基会与大陆海协会举行ECFA「两岸经济合作委员会」第6次例会,由海基会副董事长张显耀及大陆海协会常务副会长郑立中担任召集人,我方由经合会首席代表经济部次长卓士昭主谈,大陆则由其经合会首席代表商务部副部长高燕主谈。双方循例检视ECFA各项工作推动进展,规划下阶段工作,并就中小企业相关政策及农产品检验检疫便利化等议题进行交流。本次会议中,双方肯定各项议题的推动成果,并期许双方团队持续积极推动ECFA后续工作,服贸协议及早生效,以及完成货品贸易及争端解决协议协商,落实并加强推动各项经济合作事项,增进双方进一步交流与合作,以促进两岸经贸良性互动与发展。

8/7 我国出口连6个月成长 7月出口额为历年同月次高
经济部国际贸易局依据财政部发布海关进出口贸易资料指出,今年7月我国对外贸易总额509.3亿美元,较去(2013)年同月增7.5%;其中出口267.7亿美元,增5.8%,仅次于2011年7月的281.2亿美元;进口241.6亿美元,成长9.5%,出、进口相抵,出超26.1亿美元,减19.4%。累计今年1至7月我国对外贸易总额达3,415.1亿美元,增2.4%,其中出口1,801.5亿美元,成长2.5%,进口1,613.6亿美元,增2.2%,累计出超187.8亿美元,成长4.9%。

8/8 中国大陆7月出口成长14.5% 创15个月新高
中国大陆海关公布最新数据,7月进出口总值3,785亿美元,成长6.9%。其中,出口2,129亿美元,成长14.5%;进口1,656亿美元,下降1.6%。至于前7月的累计进出口额年增率只有2.0%,低于全年成长7.5%的目标。7月的出口重回双位数成长、并创15个月高点,表现远高于市场预期,出口强劲但进口却负成长,使得7月贸易顺差扩大1.5倍至473亿美元的新高纪录。
 
8/10 经济部部长由杜紫军接任
行政院8月10日宣布,经济部部长张家祝请辞获准,其职务由经济部政务次长杜紫军接任。杜紫军的专长为产业政策规划、产业科技研发与管理、两岸及国际经贸合作等。他在强化中小企业及传统产业辅导制度、推动产业创新及转型等工作方面表现杰出,并曾担任海峡两岸经济合作架构协议(ECFA)我方工业议题主谈人,对当前经济政策相当熟悉。

8/12 外贸协会董事长由梁国新接任
经济部8月12日表示,外贸协会董事长一职将由梁国新担任。梁国新曾任行政院顾问、经济部政务次长;另于2010~2012年曾兼任外贸协会副董事长,督导该会协助企业加强海外拓销业务,对该会之业务项目及工作内容颇为熟稔。

8/13 海基会举办第7届大陆台生研习活动
海基会第7届「2014大陆台生研习活动」8月13日在海基会大楼举行,邀请教育部、陆委会、内政部等相关政府部会说明大陆学历采认及处理兵役事宜等相关政策最新情形,也安排台商协会代表及老台生们透过座谈及分组活动形式,分享在大陆就学与生活、就业的宝贵经验。

8/16 行政院公布部会副首长名单
行政院8月16日表示,内阁人事异动,教育部政务次长由现任文藻外语大学校长林思伶接任;陆委会特任副主委由陆委会政务副主委林祖嘉接任;陆委会政务副主委乙职则由现任海基会副秘书长施惠芬接任。另外,客委会常务副主委钟万梅转任政务副主委后,其职缺由现任客委会文教处处长范佐铭接任。

8/20 劳动部部长由陈雄文接任
行政院8月20日表示,原劳动部部长潘世伟请辞获准后,其职务由现任台北市副市长陈雄文接任,陈雄文曾任行政院环保署空保处处长、废管处处长、综合计画处处长、环境检验所所长、台北市政府建设局局长、产业发展局局长,专长为环境污染防制、产业政策规划及行政管理等。

8/21 签首份备忘录 两岸云合作创新局
由华聚基金会与中国电子工业标准化技术协会、中国通信标准化协会主办的「第11届海峡两岸信息产业和技术标准论坛」8月21日于陕西省西安市登场,签署包括云端运算、锂离子电池及传感器等3项领域共通标准合作备忘录,并发布涉及LED、平面显示器及太阳光电3产业10项共通标准。两岸云合作,迈入新领域,商机庞大,2013年全球云端运算产值达288亿美元,美国占一半以上,但两岸云端产值加起来仅10%多,发展空间很大。

8/25 林董事长赴广东江苏关怀台商
海基会林中森董事长于8月25日至8月31日率领「海基会关怀广东江苏参访团」赴广东汕头、清远、广州及江苏宿迁、淮安、盐城等地进行6天参访。除参加「海峡两岸海洋经济合作交流会」、「广州台商协会成立22周年庆」、「第9届台商论坛」外,并与清远、广州、宿迁、盐城台商座谈,表达政府关心台商的美意,并向各地台商说明过去签署协议的执行成效。

8/25 欧盟正式提高对大陆茶叶农残标准
欧盟今年初公布之法规EU87/2014于8月25日起正式提高对中国大陆茶叶的农残标准,该法规所涉茶叶需要检测的农残专案包括异丙隆、啶氧菌酯、嘧霉胺等。而中国大陆茶农在茶叶种植中使用的啶虫再次被限量加严1倍,从0.1mg/kg至0.05mg/kg。啶虫为茶园登记用药,因防虫效果佳被广泛使用。

8/5 Cross-Strait Economic Cooperation Committee (CSECC) holds sixth regular meeting in Beijing
The SEF and ARATS held the sixth regular meeting of the Economic Cooperation Framework Agreement (ECFA) Cross-Strait Economic Cooperation Committee (CSECC). The meeting conveners were Vice Chairman of the Straits Exchange Foundation Chang Hsien-yao and ARATS Executive Vice Chairman Zheng Lizhong. The head negotiators at the meeting were CSECC chief representatives for Taiwan and mainland China, respectively, Vice Minister of Economic Affairs Cho Shih-chao and Vice Minister of Commerce Gao Yan. According to convention, the two sides reviewed progress in promoting ECFA work and planned next phase work. They also held exchanges on policies related to small and medium enterprises (SMEs) and facilitation of agricultural inspection and quarantine and other issues. During the meeting, both sides affirmed the achievements in promoting various issues and expressed hope that their respective teams would continue to actively promote ECFA follow-up work, bring the trade in services agreement promptly into effect, complete negotiations on the trade in goods and dispute settlement agreement, implement and enhance promotion of various economic cooperation affairs, and enhance exchanges and cooperation between the two sides to promote positive interaction and the development of cross-strait economic and trade relations.

8/7 Taiwan's exports grow for six consecutive months to second-highest level in July
Citing import and export trade data announced by the Ministry of Finance, the Bureau of Foreign Trade of the Ministry of Economic Affairs indicated that Taiwan's foreign trade in July this year totaled US$50.93 billion, up 7.5% from the same month of last year (2013). Exports for the period amounted to US$26.77 billion, up 5.8% and second only to the US$28.12 billion in July the year before. Imports gained 9.5% to US$24.16 billion, reducing Taiwan's trade surplus by 19.4% to US$2.61 billion. Taiwan's total cumulative foreign trade from January to July this year amounted to US$341.51 billion, up 2.4%. Exports for the period reached US$180.15, up 2.5%, imports climbed 2.2% to US$161.36, and the accumulated trade surplus increased by 4.9% to US$18.78 billion.

8/8 Mainland China's July export grow 14.5% to hit 15-month high
According to the latest data released by the mainland Chinese customs authority, the mainland's total imports and exports in July amounted to US$378.5 billion, up 6.9%. Exports accounted for US$212.9 billion, rising 14.5%, while imports declined by 1.6% to US$165.6. Two-way trade in the previous seven months grew at an annual pace of just 2%, falling short of the 7.5% target. Exports returned to double-digit growth in July to hit a 15-month high and handily beat market expectations. The strong export gains, coupled with negative growth of imports, pushed July's trade surplus up 1.5-fold to a record high US$47.3 billion.

8/10 Woody Duh appointed as new Minister of Economic Affairs
The Executive Yuan announced on August 10 that the resignation of Minister of Economic Affairs Chang Chia-juch had been accepted. The vacated post will be filled by Vice Minister of Economic Affairs Woody Duh. Duh's expertise is in industrial policy planning, industry technology R&D and management, and cross-strait and international economic and trade cooperation. He has a strong record in strengthening SMEs and traditional industries guidance systems, as well as promoting industrial innovation and transformation. He has also served as chief negotiator for Taiwan on industry issues under the ECFA and is very familiar with current economic policy.

8/12 Francis Kuo-Hsin Liang appointed as new TAITRA Chairman
The Ministry of Economic Affairs on August 12 announced the appointment of Francis Kuo-Hsin Liang as chairman of the Taiwan External Trade Development Council (TAITRA). Liang has served as an Executive Yuan adviser and Vice Minister of Economic Affairs. He also served as the vice chairman of TAITRA from 2010 to 2012 and supervised the council's assistance to enterprises seeking to expand overseas business, giving him extensive knowledge of the council's operations.

8/13 SEF holds seventh study activity for Taiwan students in the mainland
The SEF held the seventh "Learning Activity for Taiwan Students in the Mainland" on August 13 at the foundation's headquarters. Representatives from the Ministry of Education, Mainland Affairs Council (MAC), Ministry of the Interior and other related government ministries participated in the event and explained recent developments in policies on recognizing mainland academic credentials and handling military service affairs. Representatives of the Taiwan Business Association and former Taiwanese students also joined in discussions and group activities to share valuable experience on studying, living and working in the mainland.

8/16 Executive Yuan announces new deputy ministry heads
The Executive Yuan announced a cabinet reshuffle on August 16. President of Wenzao Ursuline University of Languages Lucia S. Lin was appointed as Political Deputy Minister of Education; Mainland Affairs Council (MAC) Deputy Minister Lin Chu-chia succeeded to the post of Specially Appointed Deputy Minister of the MAC; and the post of MAC Deputy Minister was filled by SEF Deputy Secretary-General Shih Hui-fen. Additionally, Administrative Deputy Minister of the Hakka Affairs Council (HAC) Chung Wan-mei was appointed as Political Deputy Minister of the HAC. His former post was filled by Director of the council's Department of Culture and Education Fan Tso-ming.

8/20 Chen Hsiung-wen appointed as Minister of Labor
The Executive Yuan announced on August 20 that it had accepted the resignation of former Minister of Labor Pan Shih-wei and appointed Taipei Deputy Mayor Chen Hsiung-wen to the vacated post. Chen served as the director of the Department of Air Quality Protection and Noise Control, Department of Waste Management, Department of Planning and Environmental Analysis Laboratory at the Environmental Protection Administration under the Executive Yuan. He was also the commissioner of the Department of Economic Development at the Taipei City Government. His expertise is in environmental pollution control, industrial policy planning and administration.

8/21 First cross-strait MOU on cloud cooperation opens new horizons
The 11th Cross-Strait Forum on Information Industry and Technical Standards was held on August 21 on Xi'an, Shaanxi Province by the SINOCON Industrial Standards Foundation, Chinese Electronics Standardization Association, and China Communications Standards Association. A memorandum of understanding (MOU) was signed for cross-strait cooperation on 10 common standards in the three fields of cloud computing, lithium ion batteries and sensors, including LED, flat panel display and solar power standards. Cross-strait cooperation in cloud computing could open up vast opportunities. In 2013, the value of the global cloud computing industry reached US$28.8 billion. The U.S. accounts for more than half of the market, while the two sides of the Taiwan Strait jointly contribute just over 10%, leaving much room for development.

8/25 Chairman Lin visits Taiwanese businesspeople in Guangdong and Jiangsu
SEF Chairman Lin Join-sane led a delegation to visit Taiwanese businesspeople in Shantou, Qingyuan, and Guangzhou in Guangdong Province and Suqian, Huai'an and Yancheng in Jiangsu Province on August 25 to 31. During the six-day visit, the group attended the Cross-Strait Marine Economy Cooperation and Exchange Fair, 22nd anniversary of the Guangzhou Taiwan Business Association and Ninth Taiwan Business Forum. The delegation also held Taiwan business forums in Qingyuan, Guangzhou, Suqian and Yancheng to convey the government's care for the Taiwan business community, as well as explained the results from the implementation of previously signed cross-strait agreements.

8/25 EU raises standards for pesticide residue on tea from mainland China
The European Union increased standards for pesticide residue on tea imported from mainland China effective from August 25 under regulation EU87/2014 announced at the beginning of the year. The new rules cover isoproturon, picoxystrobin, and pyrimethanil residue. Limits on acetamiprid, which is used by mainland Chinese tea farmers will be tightened one-fold from 0.1mg/kg to 0.05mg/kg. Acetamiprid is a registered tea farm pesticide extensively used for its efficacy in pest control.
