4/24     大陆通过环保法修订案

大陆「人大」4月24日通过环保法修订案,预计明年1月1日施行。新环保法明确大陆政府对环境保护的监督管理职责、完善生态保护、污染物总量控制、环境监测和环境影响评价、跨行政区域联合防治等环境保护制度,强化企业污染防治责任等,法律条文由47条增至70条。


4/26     吴敦义副总统率团出席教廷先教宗封圣典礼

吴敦义副总统4月26日至4月30日「圣平专案」前往梵蒂冈,参加本年4月27日教廷举行之先教宗若望廿三世及若望保禄二世封圣典礼,基于我与教廷长达73年的邦谊,加以两位先教宗与我国渊源深厚,为表我庆贺两位先教宗封圣之意,马总统特指派吴副总统担任特使率团出席此次封圣大典。


4/28     贵州省委书记赵克志率团来台交流

贵州省委书记赵克志4月28日率团来台进行5天参访,期间出席「两岸(贵州)经贸交流合作论坛」时表示,未来希望台湾与贵州能在电子资讯、农业、旅游及文化教育等方面加强合作,尤以贵州正展开「大数据」产业布局,两岸合作潜力巨大。


5/7        我4月出口266.0亿美元创历年同月次高

财政部发布海关进出口贸易资料显示,我国今年4月出口266.0亿美元,为历年4月次高,仅次于2011年4月,成长6.2%;进口240.6亿美元,成长5.8%。另出超25.3亿美元,成长10.3%。累计今年1-4月我国出口999.2亿美元,成长2.3%,进口909.2亿美元,小幅成长0.2%,累计出超90.0亿美元,成长29.6%。就4月我主要出口市场观察,除对日本出口下滑3.2%外,其余出口至欧洲、东协(6国)、美国及大陆(含香港)分别成长13.1%、8.5%、6.9%及5.0%。


5/8        林中森董事长会见安徽省委书记张宝顺

安徽省委书记张宝顺于5月6日至11日率「安徽经贸文化访问团」抵台交流,他表示,由于台湾首任巡抚刘铭传是安徽人,此次访台不仅备感亲切,更应「手拉手、心连心」为两岸和平发展共同努力。海基会林中森董事长会见张书记时表示,安徽经济的快速发展,皖台合作发展的互补性日益增强,希望进一步加强交流交往,深化经贸合作,密切双向互动,共用两岸关系和平发展红利,为两岸人民创造更多福祉。


5/9        大陆研究机构公布2013年度大陆城市竞争力排名

中国社会科学院财经战略研究院、城市与竞争力研究中心、社会科学文献出版社合发布的「2013年度大陆城市竞争力排名」显示,综合经济竞争力排名前3名的城市依序为香港、深圳、上海。2013年综合经济竞争力指数排名第5名至第10名的陆城依序为广州、北京、苏州、天津、佛山、澳门。在2013年宜居城市竞争力方面,香港由去年第1名跌至第2名,落后于广东省珠海市。宜居城市第3名至第10名依序为海口、三亚、厦门、深圳、舟山、无锡、杭州和上海。


5/13     林中森董事长会见湖北省常务副省长王晓东

湖北省常务副省长王晓东于5月13日至18日率团抵台交流,此行主要参加2014年「第11届湖北武汉台湾周」,期间举办文化及经贸交流活动。海基会林中森董事长会见王副省长时表示,两次到湖北考察,认为湖北高度重视台商发展,并对2013年以来湖北的「千名干部进台企,倾情服务促发展」活动印象非常深刻。王副省长则转达了省委书记李鸿忠、省长王国生对林中森董事长的问候,并对林董事长致力于两岸和平发展表示敬重。


5/15     林中森董事长率团赴成都、重庆参访

为深入了解台商投资发展情况,同时关心台商在当地从事生产、销售等经营活动时所面临的问题,海基会林中森董事长于5月15日至5月18日率「海基会关怀成都重庆台商参访团」赴成都、重庆进行4天参访,期间出席「重庆台商协会20周年庆典」、参访台资企业,并与两地台商座谈,除倾听台商心声、加强与台商沟通联系外,并广宣「两岸服贸协议」相关内容,亦鼓励台商回台投资,此外,在会见四川省委书记王东明、四川省长黄新初、重庆市委书记孙政才及重庆市长黄奇帆时反映台商意见,协助台商解决相关问题。


5/16     大陆1至4月实际使用外资成长5%

大陆商务部5月16日公布,今年1至4月外商投资新设立企业6,661家,较2013年下降0.4%,实际使用外资金额403亿美元,不含银行、证券、保险领域数据,比同期成长5%。


5/17     张家祝部长率团出席APEC第20届贸易部长会议

APEC第20届贸易部长会议5月17日、18日在山东青岛召开,经济部长张家祝率团参加。本届会议主题是「携手亚太,共创未来」,经济部长张家祝代表我国与会。本次会议重要议题包括「支持多边贸易体系及对抗保护主义」、「推进区域经济整合」、「促进创新发展、经济改革及成长」与「加强全面连结及基础建设发展」。「亚太自由贸易区」(FTAAP)为会议讨论重点,我国在会中呼吁亚太自由贸易区应采开放区域主义精神,并符合包容性、透明度及全面性的前提,再提出务实可行的步骤及工作计划,以共同实现亚太地区的全体福祉。本次贸易部长会议期间,张部长共与大陆、印尼、澳洲、日本、纽西兰、越南、美国、加拿大等8个会员体经贸部长或代表就会中相关议题举行双边会谈或短暂晤谈。

4/24     Mainland approves revised Environmental Protection Law

Mainland China's National People's Congress approved the revised Environmental Protection Law on April 24. The new law is expected to come into effect on January 1 of next year. The law stipulates the environmental protection supervision and management responsibilities of the mainland government, strengthens ecological protections, overall pollutant controls, environmental monitoring and environmental impact assessments, joint pollution prevention across administrative regions and other environmental protection systems. It also raises the pollution control responsibilities of enterprises. The new law contains 70 articles, compared to the original 47 articles.


4/26     Vice President Wu Den-yih leads a delegation to attend ceremony for the canonization of former popes

Vice President Wu Den-yih led a delegation to attend the Vatican on April 26 to 30 to participate in the April 27 canonization ceremony for former popes John XXIII and John Paul II. President Ma Ying-jeou designated Vice President Wu to serve as envoy at the ceremony in view of the Republic of China's diplomatic relationship with the Vatican, dating back to 1984, and Taiwan's deep ties to the two popes.


4/28     CPC Guizhou Provincial Committee Secretary Chao Ke-chih leads a delegation to Taiwan for exchange

CPC Guizhou Provincial Committee Secretary Chao Ke-chih led a delegation to Taiwan for a five-day visit from April 28. At the "Cross-Strait (Guizhou) Economic and Trade Exchange and Cooperation Forum," Secretary Chao expressed hope that Taiwan and Guizhou could strengthen cooperation in electronic information, agriculture, travel, culture and education. He noted that there was especially great potential for cross-strait cooperation related to the development of the "big data" industry in Guizhou.


5/7        Taiwan's April exports approach record high at US$26.6 billion

The Ministry of Finance announced import and export trade figures for April. Taiwan's exports in the month reached US$26.6 billion, a 6.2% gain and the second highest April figure after 2011. Imports gained 5.8% to US$24.06 billion, netting Taiwan a trade surplus of US$2.53 billion, up 10.3%. Taiwan's exports in the first four months of the year totaled US$99.92 billion, up 2.3%, with imports inching up by 0.2% to US$90.92 billion. The total surplus for the period was US$9 billion, up 29.6%. In April, exports to Japan fell by 2.3% and exports to Europe, ASEAN (six countries), the United States and mainland China (including Hong Kong) gained by 13.1%, 8.5%, 6.9% and 5%, respectively.


5/8        Chairman Lin Join-sane meets CPC Anhui Provincial Committee Secretary Zhang Baoshun

CPC Anhui Provincial Committee Secretary Zhang Baoshun led an "Anhui Economic and Cultural Mission" to Taiwan for exchanges from May 6 to 11. He noted that Taiwan's first governor, Liu Ming-chuan, was an Anhui native and that this visit to Taiwan comes with an especially strong sense of closeness. He also urged the two sides to work "hand in hand and heart to heart" for the development of peace between the two sides. During the meeting with Secretary Zhang, Chairman Lin noted that rapid growth of Anhui's economy and the increasingly complementary nature of cooperation between Anhui and Taiwan. He expressed hope to strengthen exchanges and contacts, deepen economic and trade cooperation, form close two-way interaction, and share in the dividends of peaceful development of cross-strait relations to enhance the well being of the people on both sides.


5/9        Mainland research institute announces competitiveness ranking of mainland cities in 2013

The National Academy of Economic Strategy and Center for City and Competitiveness under the Chinese Academy of Social Sciences and Social Sciences Academic Press jointly published the "2013 China City Competitiveness Ranking." The top three mainland cities on the list were Hong Kong, Shenzhen and Shanghai. The fifth to tenth ranking cities were, in descending order, Guangzhou, Beijing, Suzhou, Tianjin, Foshan and Macao. In terms of livability, Hong Kong fell from first place to second place, trailing Zhuhai in Guangdong Province. The third to tenth ranking cities for livability were Haikou, Sanya, Xiamen, Shenzhen, Zhoushan, Wuxi, Hangzhou and Shanghai.


5/13     Chairman Lin Join-sane meets Deputy Governor of Hubei Province Wang Xiaodong

Deputy Governor of Hubei Province Wang Xiaodong led an exchange mission to Taiwan on May 13 to 18. The main purpose of the trip was to hold culture and economic and trade exchange activities during the "11th Hubei•Wuhan Taiwan Week."During a meeting with Deputy Governor Wang, SEF Chairman Lin Join-sane noted that he had made two inspection visits to Hubei and was deeply impressed by Hubei's concern for the development of Taiwanese businesses and the "thousand cadre visit to serve and promote the development of Taiwanese enterprises." Deputy Governor Wang passed on the greetings of Provincial Party Committee Secretary Li Hongzhong and Governor Wang Guosheng to Chairman Lin and expressed respect for Chairman Lin's commitment to the development of peace between the two sides.


5/15     Chairman Lin Join-sane leads a delegation to Chengdu and Chongqing

SEF Chairman Lin Join-sane led a mission to Chengdu and Chongqing for a four-day visit to more deeply understand the investment development status of Taiwanese businesses, as well as show concern for the problems encountered by Taiwanese companies in their local production, marketing and other operations. During the visit, Chairman Lin attended the 20th anniversary celebration of the Chongqing Taiwan Business Association and visited Taiwanese enterprises. The mission also held Taiwan business forums in the two areas to listen to the hopes of Taiwanese businesspeople and strengthen communication and liaison with the Taiwanese business community. The forums also promoted the "Cross-Strait Trade in Services Agreement" and encouraged mainland-based Taiwanese companies to invest back in Taiwan. During meetings with Sichuan CPC Provincial Committee Secretary Wang Dongming, Governor of Sichuan Province Huang Xinchu, Secretary of the Chongqing Municipal Committee of the CPC Sun Zhengcai and Chongqing Mayor Huang Qifan, Chairman Lin also reflected the views of Taiwanese businesspeople and sought assistance to help resolve the problems facing Taiwanese enterprises.


5/16     Utilized foreign capital in the mainland grows by 5%

Mainland China's Ministry of Commerce announced on May 16 that 6,661 foreign-invested companies were established in the first four months of the year, down 0.4% from the same period a year earlier. The amount of utilized foreign capital during the period was US$40.3 billion, excluding investment in the banking, securities, insurance sectors, up 5% in the same comparison period.


5/17     Minister Chang Chia-juch leads delegation to attend the 20th Meeting of APEC Ministers Responsible for Trade

Minister of Economic Affairs Chang Chia-juch led a delegation to participate in the 20th Meeting of APEC Ministers Responsible for Trade. The meeting convened in Qingdao, Shandong Province on May 17 and 18 under the theme of "Shaping the Future through Asia-Pacific Partnership." Major issues on the meeting agenda were "supporting the multilateral trade system and confronting protectionism," "advancing regional economic integration," "promoting innovative development, economic reform and growth," and "strengthening comprehensive links and infrastructure development." The Free Trade Area of the Asia-Pacific (FTAAP) was a focal point of the discussions. During the meeting, Taiwan called on the FTAAP to adopt a spirit of open regionalism, inclusiveness, transparency and comprehensiveness. It also proposed pragmatic and practicable steps and working plans to jointly advance the shared interests of the Asia-Pacific region. Minister Chang also held bilateral discussions and brief exchanges with the economic ministers or representatives of eight APEC economies, including mainland China, Indonesia, Australia, Japan, New Zealand, Vietnam, the United States and Canada.
