Consensus of the First Preparatory Meeting for the Second Koo-Wang Talks

Straits Exchange Foundation (SEF) Vice Chairman Chiao Jen-ho and Association for Relations Across the Taiwan Straits (ARATS) Permanent Vice Chairman Tang Shubei held the First Preparatory Meeting for the Second Koo-Wang Talks on May 27 to 28, 1995, in Taipei. The two sides reached the following consensus on the procedures for the official talks:
- The talks will be private and concern economic, routine, and functional issues. They will be aimed at strengthening SEF-ARATS liaison and consultations and expanding private exchanges between the two sides.
- The Second Koo-Wang Talks will be scheduled for around July 20 and last for three to four days. Vice Chairman Chiao and Vice Chairman Tang will hold the Second Preparatory Meeting for the talks in Taipei on June 27 to July 1.
- This meeting will be held at the Diaoyutai Guest House in Beijing. The next Koo-Wang Talks will be held in Taipei, and the preparatory meeting for the talks will be held in Beijing.

On the SEF side: Chairman Koo Chen-fu, Vice Chairman Chiao Jen-ho, and others
On the ARATS side: Chairman Wang Daohan, Vice Chairman Tang Shubei, and others
The two sides will each send 10 to 12 persons to participate in the talks. - Official Topics of Discussion:
- Review of the status of the implementation of the agreements signed at the First Koo-Wang Talks and strengthening SEF-ARATS contacts and negotiation functions Regarding "negotiations on the handling of marine fishing disputes between the two sides," the two sides will work to reach an agreement soon.
- Issues concerning an agreement on protection of the investment rights and interests of Taiwanese businesspeople
- Planning cross-strait economic exchange meetings in the private sector; and scheduling symposiums on cross-strait economic and trade disputes and intellectual property right protections
- Cross-strait cultural, educational, and media exchanges
- Cross-strait agricultural exchanges
- Cross-strait scientific and technological exchanges
- Cross-strait travel exchanges
- Other important issues concerning cross-strait exchanges
- The consensus reached during the talks will be announced by a means to be jointly agreed upon by the two sides.
