Chiao-Tang Talks ─ Joint Press Release for the Chiao-Tang Talks

  Vice Chairman and Secretary-general Chiao Jen-ho of the Straits Exchange Foundation (SEF) and Permanent Vice Chairman Tang Shubei, Vice Chairman and Secretary-general Zhou Zhekai of the Association for Relations Across the Taiwan Straits (ARATS) held a meeting in Beijing on February 1 to 5 for talks on SEF-ARATS affairs, routine issues and other related affairs. The two sides reached the following consensus:

  1. The two sides believed that routine talks between the SEF and ARATS should be pragmatic and avoid political issues. The two sides discussed three routine issues, including the "repatriation of people who enter the area of the other side in violation of relevant regulations [illegal migrants] and related questions," and reached a high degree of consensus. However, further efforts need to be made to overcome certain differences so that a written agreement may be promptly reached. The two sides decided to hold the Fourth Meeting on Functional Issues in Beijing in mid-March. Once an agreement is reached, it will be signed in Taipei by the persons in charge at the SEF and ARATS. During the Fourth Meeting on Functional Issues, the two sides will discuss and exchange views on certain economic, scientific and technological topics, including the issues of "joint combat of maritime smuggling, robbery and other criminal activities," "protection of intellectual property rights across the Taiwan Strait," "mutual assistance between the judicial organs of the two sides (contact and assistance between relevant courts of the two sides)," and the "Joint Agreement of the Koo-Wang Talks."
  2. The two sides decided on "Facilitation Measures for the Entry and Exit of SEF and ARATS Personnel" and exchanged letters to bring the measures into effect.
  3. The two sides agreed in principle to increase the types of mailed certificate of authentication copies under Article 2 of the "Agreement on the Use and Verification of Certificates of Authentication Across the Taiwan Straits," with the specific items to be decided separately.
  4. The two sides are willing to mutually assist each other on cross-strait inheritance issues.
  5. The two sides agreed to continue promoting media executive and reporter exchange visits, youth exchanges, and exchange visits by technical personnel.

  The two sides will continue to fully carry out the agreements reached during the "Koo-Wang Talks." They will also maintain open contact and dialogue channels between the SEF and ARATS and create conditions beneficial to the holding of the second "Koo-Wang Talks."
