ONE: PREAMBLE
1. Upon his inauguration on May 20, 2008, President Ma Ying-jeou has devoted considerable effort into improving cross-strait relations. Seizing the historical opportunity, the Straits Exchange Foundation (SEF) and its mainland counterpart, the Association for Relations Across the Taiwan Straits (ARATS), successfully held two high-level talks in last June and November and signed 6 economic agreements, including the Cross-Strait Air Transport Agreement. By jointly establishing the foundation for institutionalized communication channels, both parties have signified their intent of renouncing violence and adopting peaceful measures to foster mutual prosperity.
2. Following “A Journey of Mutual Trust” that was led by SEF Chairman Chiang Pin-kung and took place in Beijing during last June, ARATS President Chen Yunlin returned the courtesy by visiting Taipei in November 2008. In the course of the 2nd Chiang-Chen Talks, both organizations began to exchange opinions on several key cross-Strait issues, in which ARATS President Chen invited SEF Chairman Chiang to partake in a third round of Chiang-Chen Talks in mainland China for 2009.
3. Upon the resumption of regular workdays at the end of the Chinese New Year break, officials from both sides of the Taiwan Strait began a series of technical and business exchanges. In 2009, SEF Vice Chairman Kao Koong-lian and ARATS Vice President Zheng Lizhong first met in Shanghai on April 8 and then in Taipei on April 18 to conduct detailed negotiations on three major issues – joint anti-crime measures and judicial support, financial cooperation and regular cross-Strait flights. A preliminary consensus was also reached on the issue of potentially allowing mainland Chinese businesses to invest in Taiwane. The preliminary round of negotiations between SEF Vice Chairman Kao and ARATS Vice President Zheng went smoothly and April 26 was selected to be the setting for the historic 3rd Chiang-Chen Talks.
4. Under the supervision of the Mainland Affairs Council (MAC), 22 representatives from the Judicial Yuan, the Ministry of Justice (MOJ), the Minister of Economic Affairs (MOEA), the Financial Supervisory Commission (FSC), the National Police Agency (NPA), the Civil Aerospace Administration (CAC), the MAC and the SEF formed the core group responsible for attending the third high-level summit in Nanjing. On April 24, the SEF received official authorization from the MAC to complete the three cross-strait agreements on combating crime, fostering financial partnerships and organizing regular cross-strait flights with the ARATS.
5. Following the completion of arrangements related to cross-Strait negotiations and the text of the three agreements, SEF Chairman Chiang headed for Nanjing on April 25 to embark on “A Journey of Mutual Gains.”
TWO: PRELIMINARY PREPARATIONS
1. Formation of operative Mechanism
Lengthy preparatory efforts went into making the 3rd Chiang-Chen Talks a reality, including the text of the agreements, details of the high-level summit and the agreement-signing ceremony, the gathering of Taiwanese businesspeople in Nanjing as well as the selection of issues to be addressed in the next round of negotiations. A special working group for overseeing the cross-strait journey was formed by drawing upon personnel from the MAC, the SEF and other related agencies. Based on the experience of hosting the two prior rounds of Chiang-Chen Talks, the special working group was set to oversee all affairs related to drafting the agreements, managing administrative affairs, writing news releases, organizing events and securing safe communications.
2. Cross-strait Preparatory Work and Preliminary Negotiations
Plans were sent into motion immediately after the date for the 3rd Chiang-Chen Talks was chosen. Related agencies on both sides of the Strait began their research, and through the SEF-ARATS communication platform, launched a series of technical exchanges and preliminary negotiations once the Chinese New Year holidays concluded.
3. Cross-strait High-level Preparatory Talks in Shanghai
SEF Vice Chairman Kao and ARATS Vice President Zheng met in Shanghai on April 8 to conduct the first half of the high-level preliminary negotiations. Their discussions included the text of the three possible cross-strait agreements and issues related to opening up the Taiwanese market to mainland Chinese investment. They also cemented the details on the hour-by-hour itinerary as well as the practice of holding up to two rounds of high-level preliminary negotiations if the need arises. Following the mutual understanding that high-level official talks should be hosted in alternation between the two sides of the Taiwan Strait, SEF Vice Chairman Kao and ARATS Vice President Zheng decided to finish the second half of their preliminary negotiations in Taipei before the 3rd Chiang-Chen Talks open in Nanjing.
4. Cross-strait High-level Preliminary Negotiations in Taipei
A delegation led by ARATS Vice President Zheng arrived in Taipei on April 17, 2009. The first round of cross-Strait preliminary negotiations to be held at the Grand Hyatt Taipei on the following day, in which representatives from related agencies exchanged ideas on the four key issues of joint crime fighting, financial cooperation, regular flights and mainland Chinese investment. Under the supervision of SEF Vice Chairman Kao and ARATS Vice President Zheng, both parties were able to reach a consensus on several previously disputed areas and finalize the text of the three agreements scheduled to be signed in the upcoming talks, thus paving the way for a third round of smooth and fruitful cross-Strait meetings.
THREE: OVERVIEW OF THE TALKS
The April 25-29 trip (see attachment for the delegation’s hour-by-hour itinerary) included high-level meetings with top ARATS officials such as Chen and Zheng as well as Wang Yi, director of the Taiwan Affairs Office. Apart from negotiations and the endorsement of three key agreements during the one-day summit on April 26, the SEF delegation also traveled to Jiangsu and Shanghai to meet with members of local Taiwanese business communities.
【Preparatory Task Team】
A 12-member team led by SEF Deputy Secretary-General Kao and Chang landed in Nanjing on April 23, 2009. With the ARATS’ assistance, the delegation received extended courtesy treatment. Upon arriving at the Zhongshan Hotel, the delegation met with ARATS Vice President Li Bingcai and proceeded to finalize details relating to the upcoming 3rd Chiang-Chen Talks.
The SEF and the ARATS representatives spent two days confirming the itinerary, the proposed number of attendees, the arrangements of the agreement-signing ceremony. SEF Deputy Secretary-General Kao also took upon the responsibility of physically surveying the hotel rooms and conference halls that will be used to house top officials from both sides of the Strait. Owing to the work completed by the SEF’s preparatory task team and with the ARATS’ assistance, all arrangements relating to the event programs, group schedules, food and lodgings as well as transportation were finalized in a timely and satisfactory manner.
【Preparatory Negotiations & Formal Talks】
1. Deputy Officials Meet in Preparatory Round
From 3:00 PM to 4:15 PM at the Purple Palace Hotel in Nanjing on April 25, SEF Vice Chairman Kao and ARATS Vice President Zheng conducted a final review of the content and text of the three agreements scheduled to be formally ratified in the 3rd Chiang-Chen Talks.
ARATS Vice President Zheng started his speech with warm wishes, expressing his belief that the contents of both new and previous agreements will be carefully discussed and reviewed during this round of preparatory negotiations. If both delegations abide by the spirit of “fair negotiations, sincere words, common objectives and practical implementations,” a consensus can surely be reached on all three key agreements and the potential of opening Taiwanese markets to mainland Chinese investment, he added.
SEF Vice Chairman Kao then took the stage and commended the positive effects the past two Chiang-Chen Talks have had upon cross-Strait prosperity. Citing the six agreements signed in 2008, Kao pointed out how the new regulations governing cross-strait travel has benefitted both individuals and enterprises, especially through the establishment of a commuting lifestyle and living arrangements for businesspeople, which has transformed the entire East Asia region into one-day living circle. The expectations for this trip to Nanjing are fittingly reflected in the title “A Journey of Mutual Gains,” the SEF vice chairman pointed out as he highlighted how all three current agreements on the table are crafted to benefit both parties on an equal basis. Given the fact that regional cooperation will be the key to economic vitality in the future, both sides of the Taiwan Strait should be preparing to expand the scope and depth of joint endeavors, he stressed. As long as goodwill, trust and harmony continue to be accumulated, nothing else can bar the prosperous future of the greater cross-Strait area, he concluded.
After the two deputy officials presented their opening speeches, media representatives were asked to leave and the preparatory talks began behind closed doors. As a result of good planning and earlier rounds of discussions between affiliated agencies, such as the preparatory meeting that took place in Taipei on April 18, not many alterations were needed to be made to the text of the three soon-to-be-signed agreements. Instead, the April 25 meeting centered on perusing the final documents and the measures that need to be taken in order to smoothly implement the new agreements.
【Cross-strait Regular Flights】
With regard to cross-Strait aviation regulations, the SEF and the ARATS addressed the following issues: the possibility of opening a southern flight route and a secondary northern flight route, the addition of more commercial flights to Shanghai and Shenzhen, the establishment of airline branch offices on both sides of the Strait and clarification of the beyond privileges under the fifth commercial aviation right governing international air travel.
【Cross-strait Financial Cooperation】
With regard to cross-Strait monetary regulations, the SEF and the ARATS have agreed that a Memorandum of Understanding (MOU) will be the best approach to fostering closer financial ties, in which respective financial authorities will set the standards and assist the cross-Strait entry and development of banking institutions. The two delegations also discussed opinions on the direction of cooperation and operation principles for the exchange, supply and retraction of physical currencies.
In short, with three agreements ready for formal signatures and a preliminary consensus reached on a range of critical topics, the day-long meeting ended constructively and fruitfully.
2. The 3rd Chiang-Chen Talks
The 3rd Chiang-Chen Talks, led by SEF Chairman Chiang and ARATS President Chen, took place at the Purple Palace Hotel in Nanjing from 9:00 AM to 11:30 PM on April 26, 2009.
The high-level summit began with an opening speech by the ARATS president Chen, who reflected upon the incredible progress that has been accomplished since the resumption of high-level talks between two sides. Taipei and Beijing had each hosted a round of Chiang-Chen Talks, resulting in the successful endorsement of six agreements aimed at resolving critical cross-Strait issues, Chen added. The aggregation of mutual trust, the efficiency of cross-Strait travels and the desegregation of communities will only serve to benefit both societies, he concluded.
To set the stage for regional cooperation, especially against the backdrop of a global financial tsunami, three co-op areas were selected for discussion and possible ratification at the 3rd Chiang-Chen Talks – namely regular cross-Strait flights, financial cooperation and joint anti-crime measures and mutual judicial assistance. A preliminary consensus on allowing mainland Chinese businesspeople to directly invest in Taiwan was also expected to be reached at the high-level summit; an international announcement on the topic’s progress will be subsequently released to assuage the public’s doubts. Altogether, months of hard work from both ends were anticipated to bring the meeting to a satisfactory closure.
Upon taking the stage, SEF Chairman Chiang cited the culmination of six cross-strait agreements in less than 12 months’ time as a striking example of “setting aside differences while striving for the common good.” The normalization of institutionalized dialogue is embodied by today’s meeting, which is the third formal summit between the organizational leaders responsible for cross-Strait affairs, he added. Stressing the fact that none of this would have been possible without his predecessors’ legacy, Chiang pointed out the giants of whose shoulders we stand today are none other than former SEF Chairman Koo Chen-fu and former ARATS President Wang Daohan. In light of the impending 16th anniversary of the first-ever Koo-Wang Talks, he urged both delegations to work together in preserving the legacy of the historical 1993 meeting by promoting peace and prosperity in the Taiwan Strait.
Following the six cross-strait agreements signed during last year, which have all played an important role in mitigating the adverse effects of the ongoing global financial tsunami, three new agreements are expected to be formally endorsed by both parties in the 3rd Chiang-Chen Talks. First, the establishment of a mutual judicial assistance network will strengthen overall law enforcement while thwarting cross-border crimes. Secondly, the adoption of three financial MOUs will help pool together cross-Strait banking, securities and insurance resources. Last but not least, the conversion of cross-Strait air travels from weekend charters to regular flights will make life easier for both business travelers and tourists alike. Moreover, the initial consensus on allowing mainland Chinese businesspeople to invest in Taiwan in the near future will soon pave the way for a new era of bilateral investment, market development and fecund trade.
As the world remains mired in economic recession, it is more important than ever for nations to rely on regional cooperation and industrial integration in order to keep their economies afloat. Economic partnerships such as that between Taiwan and mainland China hold the key to sustainable development, stated Chairman Chiang. He called upon both delegations to carry on the fine tradition of honoring mutual trust and ended his speech by extending an invitation to ARATS President Chen to visit Taiwan before the yearend for the 4th Chiang-Chen Talks.
The delegates began their final round of negotiations behind closed doors after the media left. From reviewing previous agreements to voting on the next round of priority topics, the itinerary of the 3rd Chiang-Chen Talks is listed as below.
(1) Review of Previous Agreements
The two sides reviewed the results and status of implementation of the six agreements already signed: the Minutes of Talks on Cross-Strait Charter Flights, The Cross-Strait Agreement on Travel by Mainland Residents to Taiwan, the Cross-Strait Air Transportation Agreement, the Cross-Strait Sea Transport Agreement, the Cross-Strait Postal Service Agreement and the Cross-Strait Food Safety Agreement.
(2) Overview of 3 New Agreements & a Fresh Consensus
【On Regualr Flights】
The SEF requested for additional commercial flights to be added for Shanghai and Shenzhen airports, and for additional shipping to be added for Shenzhen, Xiamen and Tianjin harbors. Opinions were also exchanged upon the first (“technical freedom”) and fifth (“beyond rights”) international aviation rights governing commercial airspace, as well as the issue of overpriced cross-Strait plane tickets.
【On Financial Cooperation】
Both sides have agreed to hasten plans concerning the three financial MOUs on cross-Strait cooperation in the banking, securities and futures and insurance sectors. On the issue of permitting the cross-Strait entry and operational development of financial institutions, both the SEF and the ARATS have agreed to carry out further discussions to ensure the equality of financial mergers and to safeguard the region’s economic stability.
【On Fighting Crime & Judicial Assistance】
In terms of cross-Strait anti-crime measures, the SEF stressed that a formal mechanism for joint law enforcement and mutual judicial assistance should be established immediately after an agreement is reached. Delegates also talked about the repatriation of major financial criminals, an issue close to Taiwanese hearts, the proper handling of which will soften public attitude toward mainland China, according to Chairman Chiang.
【On Allowing Chinese Investment in Taiwan】
A preliminary consensus was reached on the matters pertaining to mainland Chinese investment in Taiwan, including the types of investment allowed, the measures needed to complement cross-Strait assets, the steps for the implementation and promotional tactics aimed at garnering corporate interest and business participation.
(3) Priority Agenda for the Next Meeting
Priority will be given to four issues in the next round of talks: (i) fishery labor cooperation, (ii) quarantine and inspection of agricultural products, (iii) cooperation on standard inspections, measurements and certifications and (iv) the avoidance of double taxation.
(4) Future Exchanges
The SEF and the ARATS pledged to continue organizing cross-Strait cultural affairs and business visitations.
FOUR: THE AGREEMENT-SIGNING CEREMONY
The agreement-signing component of the 3rd Chiang-Chen Talks began at 3:00 PM on April 26, 2009. After SEF Chairman Chiang and ARATS President Chen jointly signed the Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance, the Cross-Strait Financial Cooperation Agreement and the Supplementary Agreement on Cross-Strait Air Transport, the third high-level summit ended on a high note with an exchange of gifts and souvenirs.
FIVE: RENDEZVOUS WITH TAIWAN AFFAIRS DIRECTOR WANG YI
Led by SEF Chairman Chiang, the Taiwanese delegation met with top-ranking mainland Chinese official Wang Yi, who currently heads the Taiwan Affairs Office, at the Purple Palace Hotel in Nanjing at 5:00 PM on April 26, 2009.
Presenting his compliments on the success of the 3rd Chiang-Chen Talks, Director Wang noted that the resumption of high-level dialogue in June 2008 has brought a historical change to cross-Strait relations – a change that has benefitted citizens on both sides of the Strait, secured stability and peace in the East Asia region and received high praise from the international community. As is the case in all monumental progress, voices of dissent and complaint will always crop up, but as long as both parties act with sincerity and patience, satisfactory solutions and consensual grounds can be always be located, he added, for whilst respective deep-rooted beliefs should be safeguarded, the correct attitude is to surmount distractions and resolve controversies with perseverance. Apart from normalizing, institutionalizing and systematizing cross-Strait economic relations, Director Wang also expressed his hopes on promoting more cultural, educational and scientific exchanges, a move that will help foster deeper appreciation and acceptance among cross-Strait communities. His approach can be succinctly summarized as “a vibrant economy spurs well-rounded development” and “mutual trust trumps all relational difficulties.”
Thanking the Taiwan Affairs Office head for making the lengthy trip from Beijing to Nanjing, SEF Chairman Chiang cited the total of 10 formal pacts – nine agreements and one consensus – to highlight how institutionalized negotiations between the SEF and ARATS have been normalized. From establishing bilateral mechanisms, aggregating mutual trust and resolving complications to preparing for the future together, the two sides of the Taiwan Strait both acknowledge the partnership as being fruitful and equally beneficial. As a final point, the chairman spoke on the behalf of President Ma and rounded up his speech by reviewing the government’s policies in regard to weathering the financial downturn, participating in the regional economic bloc as well as being entitled to the sovereign right of international participation with full dignity.
SIX: VISITING THE TAIWANESE BUSINESS IN CHINA
Upon the successful conclusion of the 3rd Chiang-Chen Talks, the SEF group set off for a round of visitations in Nanjing, Yangzhou, Suzhou and Shanghai, first meeting with top governmental officials from Jiangsu and Shanghai, then visiting Taiwanese business representatives from sectors such as lights manufacturing, medical care and equipment, traditional handicrafts, energy production, logistics and leisure goods. The delegation also dined with Taiwanese businesspeople from Yangzhou, Zhengjiang and Shanghai on the nights of April 27 and 28.
Accompanied by ARATS President Chen and his wife, the SEF delegates toured two Taiwan-related facilities – TPO Displays, a subsidiary of Miaoli-based Chimei Innolux Corporation, and the BenQ-sponsored BenQ Medical Center in Jiangsu on the morning of April 27. In the afternoon, they dined with CPC Jiangsu Committee Secretary Liang Baohua and Jiangsu Governor Luo Zhijun before bidding ARATS President Chen goodbye at the Purple Palace Hotel in Nanjing. In the afternoon, the SEF delegates were accompanied by ARATS Vice Presidents Zheng and Li as they toured the Pou Hong (Yangzhou) Shoes Manufacturing Co. and the Yuen Foong Yu Manufacturing Co. The night of April 27 was packed with three back-to-back events: dinner with CPC Yangzhou Committee Secretary Ji Jianye, teatime with Taiwanese businesspeople from Yangzhou and Zhengjiang and a 10:00 PM press conference announcing the details of the three newly signed agreements.
At the start of April 28, the SEF delegates traveled from Yangzhou to tour the Taiwanese-owned RT-Mart Logistics and Distribution Center in Suzhou before having lunch with CPC Suzhou Committee Secretary Wang Rong. The afternoon was spent visiting the Kunshan subsidiaries of Taipei-based Nan Ya Plastics Corporation and Taichung-based Giant Manufacturing Co. Social activities at dinnertime were split into two parts – an evening party hosted by Shanghai Mayor Han Zheng and a get-together with Taiwanese expats in Shanghai.
Accompanied by ARATS Vice Presidents Zheng and Li and CPC Shanghai Committee Secretary-General Wu Hanmin, the SEF delegation stopped by Hangzhou Bay to visit the Yangshan Deepwater Port before boarding a return flight to Taiwan on April 29, 2009.
SEVEN: SIGNIFICANCE AND RESULTS OF THE 3rd CHIANG-CHEN TALKS
1. The spirit of “setting aside differences while striving for the common good” is fully reflected in the two high-level summits and the six cross-Strait agreements conducted in 2008. The completion of a third high-level summit earlier this year is not only the continuation, expansion and implementation of previous cross-Strait collaborations, but also an indication of how institutionalized dialogue between the two sides has entered a period of normalization. Living up to its namesake “A Journey of Mutual Gains,” the newest developments stemming from the SEF’s April 2009 trip to Nanjing are key breakthroughs in modern cross-Strait relations.
2. The first breakthrough achieved during the third round of Chiang-Chen Talks was the shift in focus from economic cooperation to social issues, which in turn led to the ratification of a highly anticipated Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance. As it forms the basis of a cross-Strait platform dedicated to mutual judicial assistance, the joint law-enforcement agreement is expected to deter transnational crime, provide a new communications channel and safeguard the lives and properties belonging to the citizens on both sides of the Taiwan Strait.
3. Given how the financial industry is a highly regulated sector by its very nature, the first steps toward cross-Strait financial cooperation that were agreed upon in April 2009 indicate the depth of trust and goodwill shared amongst the two parties, for the Cross-Strait Financial Cooperation Agreement is a promise to weather the global recession together. The stages of implementation are: the drafting and endorsement of three financial MOUs, the negotiations concerning equal market entry and the methods for co-op investment between mainland Chinese and Taiwanese enterprises.
4. The Supplementary Agreement on Cross-Strait Air Transport expands upon the cross-Strait charter flight network that is already in place by virtue of normalizing cross-Strait aviation operations, optimizing air routes and increasing the number of flights and landing points. Through the 3rd Chiang-Chen Talks, both sides have agreed to opening a southern flight route and a secondary northern flight route, bringing 6 more Chinese airports into the program and boosting the annual number of cross-Strait flights from 108 to 270. The supplementary agreement is expected to expedite cross-Strait transport and travel as well as streamline cooperation among mainland Chinese and Taiwanese commercial carriers.
5. With regard to opening up the Taiwanese market to mainland investment, the SEF and the ARATS have begun talks on direct investment in manufacturing, services, real estate and the 12 national development projects under President Ma’s Loving Taiwan keystone policy. The preliminary consensus reached in April 2009 symbolized the transformation of cross-Strait economic relations from a one-sided affair to a mutually beneficial arrangement. In the near future, it is expected that the two sides of the Taiwan Strait will expand the depth and scope of financial cooperation and enter into a new era of reciprocal prosperity.
6. The third round of high-level talks ended with a consensus on future co-op direction and potential projects. The priority issues selected for the 4th Chiang-Chen Talks are: (1) fishery labor cooperation, (2) quarantine and inspection of agricultural products, (3) cooperation on standard inspections, measurements and certifications and (4) the avoidance of double taxation. Of the 19 follow-up negotiation issues that fall in 6 major categories and were chosen during the 2nd Chiang-Chen Talks, both sides pledged to continue pursuing discussions and to forge closer partnerships when the timing is ripe, as so to deepen, refine and diversify the contents and scope of future collaborations.
7. During the course of the SEF delegation’s trip in mainland China, Taiwan Affairs Director Wang Yi demonstrated his sincerity by traveling from Beijing to meet with SEF Chairman Chiang and other Taiwanese officials who were staying at the Purple Palace Hotel in Nanjing. At the meeting with Director Wang, Chairman Chiang and Vice Chairman Kao stressed the importance of “reciprocity and dignity” as they reiterated President Ma’s viewpoint on the global financial tsunami, the regional economic integration and the sovereign right to join international organizations.
8. To gain a better understanding of Taiwanese businesspeople in mainland China and the difficult circumstances they face, the SEF delegation embarked on a special tour to visit compatriots in Nanjing, Yangzhou, Suzhou, Kunshan and Shanghai. In addition to explaining the details and the anticipated impact of the three recently ratified cross-Strait agreements, the delegation commended the Taiwanese expat community for their hard work and contributions to society.
EIGHT: CONCLUSION
1. Since the resumption of cross-Strait talks in June 2008, the SEF and the ARATS have gradually crafted a modus operandi derived from “the establishment of systematic operations, the aggregation of mutual trust, the dispersal of disputes and the creation of a better future.” From close and frequent communications between the two parties, the harvesting of mature consensuses and the high-level preliminary negotiations between deputy heads of the SEF and the ARATS to the finalization of all details relating to the Chiang-Chen Talks, the ease of interaction between the two sides have substantially improved. Among other mutual understandings, from here forth, high-level preliminary negotiations between the two deputy heads will determine the location and date of all future Chiang-Chen Talks, as well as confirm on the text of the agreements. Based upon this arrangement, the two sides of the Strait will take turns in hosting such events every six months, in which the SEF will seek the MAC’s guidance in recruiting all related agencies to draft and examine future cross-Strait agreements.
2. The six cross-Strait agreements from last year have already proven their collective value as a deterrence against the negative effects of the global financial tsunami. Now that three new agreements were ratified in the third round of Chiang-Chen Talks, which took roughly six months to organize and substantiate, a new era of mutual prosperity through cross-Strait cooperation is well within the region’s grasp.
3. The SEF is aware that the number of issues in regards to rights of people will mount as cross-Strait dealings expand in scope and frequency. Nevertheless, the organization stands by President Ma’s words – “Help one another, for we are all in the same boat” – and under the guidance of the government, the SEF will continue to promote bilateral negotiations, exchanges and services, all in the hopes of achieving the coveted twin victories of “peace and prosperity” for citizens on both sides of the Taiwan Strait.
