First Preparatory Meeting for the Second Koo-Wang Talks

On February 21, 1995, Premier Lien Chan noted in a policy report to the Legislative Yuan that cross-strait relations are entering an "era of negotiations." On April 8, President Lee Teng-hui proposed six positions at the National Unification Council, achieving considerable consensus between the ruling and opposition parties. This new momentum prompted the competent authority to plan the Second "Koo-Wang Talks" in the near term in response to Mr. Wang Daohan's invitations to Chairman Koo Chen-fu at the end of the year before last and mid last year. The talks would aim at developing cross-strait relations overall. The Straits Exchange Foundation (SEF) contacted the Association for Relations Across the Taiwan Straits (ARATS) and the two sides agreed to hold the First Preparatory Meeting on May 27 to 29 in Taipei.
On the afternoon of May 26, an eight-person ARATS delegation led by Vice Chairman Tang Shubei arrived at Chiang Kai-shek International Airport in Taoyuan. The group was greeted at the airport by SEF Vice Chairman Chiao Jen-ho and Deputy Secretary-general Shih Chi-ping. That evening, the ARATS delegation visited the SEF to meet with Chairman Koo and tour the offices and Legal Service Center. That evening, Vice Chairman Chiao held a welcome banquet for the ARATS delegation at the Grand Formosa Regent Taipei.
On the morning of May 27, the two sides met for the first round of preparatory talks at the international conference room on the fourth floor of the Taipei World Trade Center. The two sides discussed and reached an initial consensus on the position, time, place, participants, result announcement, and visit itinerary for the Second Koo-Wang Talks. Later the two sides continued discussions on the topics to be included in the talks. Deputy Secretary-general Shi and Mr. Zhao Zhengyu were designated to lead an informal exchange of views on the topics for the talks at the second conference room of the SEF. The ARATS delegation then visited the National Palace Museum accompanied by Deputy Secretary-general Li. That evening, the National Palace Museum arranged a banquet for Vice Chairman Tang and Secretary-general Zhang Jincheng at the Abode of Maya (currently the Chang Dai-chien Memorial Museum).
On the morning of May 28, the two sides met for the second session of the preparatory meeting for the Koo-Wang Talks. The two sides specifically discussed the topics for the official talks and decided to strengthen SEF-ARATS contacts and negotiation functions. Eight topics were agreed on, including issues related to an agreement to protect the investment rights and interests of Taiwanese businesspeople; the holding of a private-sector cross-strait economic exchange meeting; the scheduling of a symposium on cross-strait economic and trade disputes and intellectual property right protection; and cross-strait cultural, educational, media, agricultural, sci-tech, and travel exchanges, and other important issues. In the afternoon, the two sides respectively designated Deputy Secretary-general Shi and Mr. Li Yafei to draft the consensus of the preparatory meeting at the SEF. That evening, Vice Chairman Tang arranged a banquet at the Howard Plaza Hotel Taipei for Vice Chairman Chiao, SEF representatives at the meeting, and other related persons.
On the morning of May 29, Vice Chairman Tang, Secretary-general Zhang Jincheng and others called on Vice Chairman Chiao. The two sides signed the "Consensus of the First Preparatory Meeting for the Second Koo-Wang Talks." The ARATS delegation departed Taiwan in the afternoon on Cathay Pacific flight 565.
