Third Chiao-Tang Talks and Seventh Meeting on Functional Issues after the Koo-Wang Talks

This meeting focused on the three issues of fishing disputes, illegal immigrants, and repatriation of hijackers. Talks were also continued on the issue of cross-strait express mail service. Although the two sides reached further consensus on the overall framework and parts of the agreement, inherent differences remained on some major issues and a final agreement proved ultimately elusive. The two sides were unable to sign a written decision, disappointing the anticipations of outside circles.
On January 19, 1995, Straits Exchange Foundation (SEF) Deputy Secretary-general Lee Ching-ping led a three-member delegation to Beijing to meet with representatives of the Association for Relations Across the Taiwan Straits and coordinate matters related to the talks.
On January 21, Vice Chairman Chiao led a 14-person delegation, including Deputy Secretary-general Shih Chi-ping and Deputy Secretary-general Shi Hwei-you, to visit Beijing.
On the morning of January 22, Vice Chairman Chiao and Mr. Tang Shubei held a general discussion on differences remaining from the Sixth Meeting on Functional Issues between the SEF and ARATS. They then held negotiations on the cross-strait repatriation of hijackers. That afternoon, the two sides discussed the repatriation of illegal immigrants and the handling of marine fishing disputes between the two sides.
On the morning of January 23, Deputy Secretary-general Shi Hwei-you and Mr. Sun Yafu held talks on matters concerning the repatriation of cross-strait hijackers and repatriation of illegal immigrants. In the afternoon, the discussions turned to the handling of marine fishing disputes between the two sides and mediation rules.
On the morning of January 24, Deputy Secretary-general Shi and Mr. Sun continued negotiations on matters concerning the repatriation of cross-strait hijackers and illegal immigrants. That afternoon, Vice Chairman Chiao and Mr. Tang proceeded with talks on three routine issues, followed by discussions on cultural, educational, scientific, technological and economic exchanges.
On the morning of January 25, the two sides held breakout discussions on routine negotiations and economic, cultural, educational, scientific and technological topics. As part of the routine negotiations, Deputy Secretary-general Shi and Mr. Sun discussed the handling of cross-strait fishing disputes and mediation rules. That afternoon, Deputy Secretary-general Shi and Mr. Zhao Zhengyu addressed the issue of expanding cross-strait express mail service. Vice Chairman Chiao and Tang Shubei then continued negotiations on the handling of marine fishing disputes between the two sides.
On the morning of the same day, Deputy Secretary-general Shih and Mr. Zhao Zhengyu discussed economic and trade affairs during the breakout session on economic issues. The Taiwan side emphasized the safety of Taiwan businesspeople and their property, economic and trade disputes and the actual operational difficulties faced by Taiwanese businesses in the mainland. The Taiwan side also provided statistics and printed information to the mainland side and requested that improvements be made. In addition, the two sides exchanged views on intellectual property rights protection, the holding of a symposium on economic and trade disputes and other economic topics.
During the cultural and educational breakout session on the same morning and afternoon, Deputy Secretary-general Lee Ching-ping and Mr. Liu Gangqi shared views on youth exchanges, cultural relic exchanges, and media exchanges. At the scientific and technological breakout session that evening, Deputy Secretary-general Lee Ching-ping and Mr. Zhao Zhengyu exchanged views on "cross-strait standardization of scientific and technological products" and "standardization of Chinese language information." The two sides agreed to jointly promote certain topics, however there were also topics on which further discussion was needed.
On the morning of January 26, Vice Chairman Chiao and Mr. Tang Shubei continued negotiations on the handling of marine fishing disputes between the two sides. Although major differences remained between the two sides on trial mediation by official vessels, the two sides agreed to extend the meeting by one day to work out an agreement.
On the morning of January 27, Vice Chairman Chiao and Mr. Tang Shubei followed up negotiations on the handling of marine fishing disputes between the two sides. However no consensus was reached.
On January 28, Vice Chairman Chiao was accompanied by Deputy Secretary-general Shih to Shanghai to call on ARATS Chairman Wang Daohan. That same day, the other SEF representatives returned to Taiwan.
On the morning of January 23, Vice Chairman Chiao visited the Institute of Taiwan Studies and Peking University; and in the afternoon he toured the Space Museum. On the morning of January 24, Vice Chairman Chiao visited the Summer Palace. In the afternoon, he and other SEF representatives met with Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and Taiwan Affairs Office Director Wang Zhaoguo at the Great Hall of the People. On January 25, Vice Chairman Chiao visited the Great Wall.
