Fourth Meeting on Functional Issues after the Koo-Wang Talks

On March 24, 1994, Straits Exchange Foundation (SEF) Deputy Secretary-general Shi Hwei-you led an eight-person delegation to Beijing. They were greeted at the airport by deputy secretary-generals Li Yafei, Zhou Ning and Qiao Feng of the Association for Relations Across the Taiwan Straits (ARATS). That evening, Deputy Secretary-general Shi and ARATS Deputy Secretary-general Sun Yafu discussed the meeting agenda.

  On the morning of March 25, the two sides held talks on the "repatriation of hijackers" and "repatriation of people who enter the area of the other side in violation of relevant regulations." In the afternoon, discussions focused on the "handling of marine fishing disputes between the two sides." The Taiwan side also proposed adjustments based on the outcome of the first "Chiao-Tang Talks."

  The discussions continued on the morning and afternoon of March 26. The mainland side again deliberately misinterpreted the Chiao-Tang consensus and accused the Taiwan side of deviating from the consensus. The Taiwan side insisted that there had been no deviation and stated that notes can not be construed as a consensus, nor can they be augmented or distorted into a consensus.

  The general discussions between the two sides continued on the afternoon of March 27 without progress. That evening, Deputy Secretary-general Shi exchanged views with ARATS Deputy Secretary-general Liu Gangqi and China Notaries' Association Deputy Secretary-general Liu Nanzheng on the release of inheritance estates and expanding the scope of mailed certificate of authentication copies. Since the talks reached an impasse, Vice Chairman Chiao stated in Taipei that he would not allow the opinions he expressed during the "Chiao-Tang Talks" to be distorted. His statements had been authorized and had not changed. On March 28, the two sides agreed to adjourn. On the morning of March 29, the negotiations remained stalled. That afternoon the delegation visited Tiantan Park. On March 30, the Taiwan side proposed that the talks be continued at the Grand Hotel Beijing. That morning the two sides agreed to make concrete proposals in the afternoon on issues of concern to the other side. In the afternoon, the two sides narrowed the differences in their positions, but no consensus was reached.

  On March 31, the delegation flew back to Taipei.
