The Second Meeting on Functional Issues after the Koo-Wang Talks was held in Xiamen on November 2 to 7, 1993. The Straits Exchange Foundation (SEF) and Association for Relations Across the Taiwan Straits (ARATS) had first agreed through telex contact to hold substantive talks on the two issues of "repatriation of people who enter the area of the other side in violation of relevant regulations [illegal migrants] and related questions" and "handling of marine fishing disputes between the two sides." They also held discussions on "Measures to facilitate the entry and exit of SEF and ARATS personnel." In addition, the two sides exchanged views on issues of respective concern. In view of the nature of the issues discussed, participants on the mainland side included not only ARATS personnel but also, in the capacity of ARATS experts, representatives of the Ministry of Public Security, Ministry of Agriculture, Fujian Public Security Department and Taiwan Affairs Office.
On November 2, the two sides held talks on repatriation issues; and the next day talks centered on the handling of fishing disputes. On the morning and afternoon of November 4, the two sides further exchanged views on these two issues. On the morning of November 5, discussions were held on cross-strait hijackers; and on the afternoon that day talks turned to measures to facilitate the entry and exit of SEF and ARATS personnel. On November 6, the two sides exchanged overall views on the topics discussed during the previous four days. The next day, further discussions were held on cross-strait hijackers. Regarding the mainland side's inquiry on the timing of talks on economic issues, the Taiwan side said that its position was already clear and urged the mainland side to make improvements on actual problems confronting the investments and operations of Taiwan businesses in the mainland.
In sum, during the six-day talks, the mainland side was evasive on draft issues involving jurisdiction and other political factors. Moreover, during the discussions on the repatriation topic, the mainland side introduced various economic issues, such as "small-scale trade" and "allowing mainland labor into Taiwan." This was unacceptable to the Taiwan side and the two sides were unable to resolve the major principles of the issues at hand and achieve a consensus. The SEF delegation therefore concluded the talks on November 7 and returned to Taipei on November 8.
During the meeting, the two sides held substantive talks on repatriation, fishing disputes and other issues. Progress was made from the "just listen, don't discuss" position of ARATS in August. Differences remained between the two sides on the resolution of principle issues related to talks. However, the differences of understanding on the "one country, two areas" or "one country, two systems" formulations require that both sides consider making adjustments and seek a resolution. Although the two sides could not reach an agreement overnight, they at least developed a clearer understanding of their respective positions. Therefore, despite the lack of a final agreement, the meeting achieved indirect results that would be beneficial for the next round of talks.
