The first meeting on functional issues after the Koo-Wang Talks was held in Beijing from August 30 to September 1, 1993. The Straits Exchange Foundation (SEF) proposed substantive discussions be held on repatriation of illegal immigrants, fishing disputes, and other issues. The mainland side attempts to change the set agenda. During the first meeting, the two sides held substantive discussions on two negotiation issues regarding annual affairs, namely: "repatriation of people who enter the area of the other side in violation of relevant regulations [illegal migrants] and related questions" and "mutual assistance between the judicial organs of the two sides (contact and assistance between relevant courts of the two sides)." They also reached a decision on "measures to facilitate the entry and exit of SEF and ARATS personnel." In terms of overall arrangements on the progress of topics and agenda items for future talks, the mainland side hoped to take a "listen but not discuss" attitude, except in concern to the timetable. In addition, the State Council on August 31 issued another Taiwan policy white paper on the so-called "Taiwan issue and unification of China," heightening tensions in cross-strait relations. The Taiwan side therefore concluded the talks early and returned to Taiwan. Therefore, no consensus was reached at the first follow-up meeting.
