With authorization from the Mainland Affairs Council, Straits Exchange Foundation (SEF) Deputy Secretary-general Jan Jyh-horng led an SEF delegation to Beijing from April 22 to 24, 1998, for preparatory talks with the Association for Relations Across the Taiwan Straits (ARATS) on the "Koo-Wang Meeting."

　　On the morning of April 23, Deputy Secretary-general Jan and ARATS Deputy Secretary-general Li Yafei met for an initial exchange of views on expanding SEF-ARATS contacts, mutual exchange visits and affairs related to Chairman Koo's visit to the mainland. That afternoon, Deputy Secretary-general Jan called on ARATS Permanent Vice Chairman Tang Shubei. Vice Chairman Tang stated that the two sides could informally exchange views at the Koo-Wang Meeting on procedural arrangements for political negotiations. Deputy Secretary-general Jan explained that Chairman Koo's trip to the mainland should be kept as simple a visit. He also formally invited the ARATS deputy secretary-general to lead a delegation for follow-up talks.
