276期兩岸經貿大事紀



11/4     林中森董事長率團赴福建參訪


海基會林中森董事長於11月4日至9日率「關懷福建台商參訪團」赴福建福州、福清、平潭、莆田、泉州、廈門等地進行6天參訪,期間會見福建省委書記尤權及各地級市委書記、副書記外,並出席「福州台商協會20周年慶暨換屆典禮」、「廈門台商協會22周年慶典」,參訪當地台資企業、與台商座談,傾聽台商心聲,同時廣宣兩岸服務貿易協議相關內容,在會見各地官員時反映台商意見,協助台商解決問題。


11/7     經濟部長與國發會主委率團出席2014 APEC年度部長會議


亞太經濟合作(APEC)第26屆年度部長會議(AMM)11月7至8日於北京召開,我由經濟部杜紫軍部長與國發會管中閔主委共同率團出席。本屆AMM會議除回顧APEC自1989年成立迄今,屆滿25週年的重要成果,包括:貿易自由化及投資便捷化等外;亦將探討如何在現有基礎上,進一步提升APEC扮演引領亞太經貿發展的重要角色,以有效因應急速變遷之國際新局。本次會議以互信、包容及雙贏的亞太夥伴關係為主軸,聚焦討論「推動區域經濟整合」、「促進創新發展、經濟改革與成長」、「加強全面連結及基礎建設發展」三大優先領域。


11/9     APEC蕭習會 持續推動兩岸和平發展


蕭萬長前副總統與大陸國家主席習近平於北京人民大會堂舉行第3次蕭習會,雙方重申九二共識為兩岸關係和平發展關鍵。蕭前副總統提出「打造升級版兩岸關係新架構」、加入區域整合新機制、加速貨貿談判新模式以及建構交流新平台,另強調雙方應堅持「三個不變」,包括共同維護和平發展大局的目標堅持不變;共同鞏固「九二共識」作為兩岸互動協商重要基礎的決心堅持不變;共同推進兩岸制度化經濟合作、謀求兩岸人民福祉的方向堅持不變。習近平主席則提出兩岸雙方要「堅定信心、增進互信、相互尊重、良性互動」,並表示兩岸關係不可能一帆風順,但會往前推進,兩岸在堅持九二共識、反對台獨的共同政治基礎,持續增進互信。


11/10   大陸與韓國FTA完成實質性協商


大陸國家主席習近平與韓國總統朴槿惠在北京舉行會晤,雙方共同確認大陸與韓國自由貿易區(FTA)結束實質性談判。會晤後,大陸與韓國代表簽署結束雙方自貿區實質性談判的會議紀要。大陸與韓國FTA將在2015年年初正式簽署,爭取2015年內生效。根據談判成果,在開放水平方面,雙方貨品貿易自由化比例均超過「稅目90%、貿易額85%」。協定範圍涵蓋貨物貿易、服務貿易、投資和規則共17個領域。


11/12   「王張會」雙方重申「九二共識」並達成六點共識


陸委員主任委員王郁琦在北京與大陸國台辦主任張志軍會晤,雙方就近期兩岸關係發展及相關議題進行溝通。王主委表示,近6年來兩岸關係大幅改善、向前邁進的主要關鍵就是「九二共識」,未來雙方仍會在兩岸最大公約數的「九二共識」基礎上穩中求進,持續推進兩岸關係和平穩定發展。針對兩岸制度化協商相關議題,雙方一致認為應積極推動後續各項協商議題的業務溝通,包括貨貿協議之業務溝通,並具體回應彼此的關切項目。對於兩岸兩會互設辦事機構方面,雙方將務實處理彼此關切議題,並積極推動早日完成協商,以滿足民眾對高品質服務功能辦事機構的期待;在陸客來台中轉議題方面,雙方將授權海基、海協兩會進行商談;在兩岸經濟合作及雙方共同參與區域經濟整合方面,儘快進行具體溝通;在兩岸食品安全方面,雙方同意持續透過兩岸食品安全協議機制,加強交流合作。


11/14   總統接見「2014年第22屆APEC經濟領袖會議」代表團


馬英九總統於11月14日接見我國出席第22屆亞太經合會「APEC經濟領袖會議」代表團,總統首先感謝蕭領袖代表不辭辛勞,第二度代表他出席這場重要的國際會議,以提升我國在APEC的能見度。並肯定蕭領袖代表在領袖會議期間積極提出各項建議,成果豐碩,而蕭領袖代表與中國大陸領導人習近平的雙邊會晤,凸顯「九二共識」是兩岸和平發展最主要的依據。


11/14   林中森董事長率團赴東莞、長沙參訪


海基會林中森董事長於11月14日至16日率團赴廣東東莞及湖南長沙參訪,期間出席「東莞台商協會21周年慶典」、「長沙台商協會成立14周年慶典大會暨第7屆理監事就職典禮」,並主持2014海峽兩岸長沙慢壘邀請賽開球儀式及參加「台企聯」華中片區第3次會長聯誼會議,另在會見海協會陳德銘會長、湖南省委書記徐守盛、廣東省委副書記馬興瑞及各地官員時反映台商意見,協助台商解決問題。


11/17   大陸與澳洲完成FTA實質談判


大陸與澳洲完成自貿協定實質談判後在坎培拉簽署意向書,待生效後,最終大陸所有輸澳洲產品都可降到零關稅,而澳洲也將有95%產品輸大陸降至零關稅,未來10年,澳洲將由此獲益180億美元。在投資領域,雙方將相互給予最惠國待遇,在服務貿易領域,大陸開放40多個服務業和專業技術領域,包括教育、法律、資訊科技服務、金融、醫療、城市規劃、工程建築、管理諮詢,以及最夯的電子商務等行業。此外,澳洲也取得500億人民幣RQFII(人民幣合格境外投資機構)額度,並將在雪梨設一家人民幣清算銀行。


11/17   陸銀壞帳連12季上升 近4年新高


大陸銀監會最新數據,截至2014年第三季末,大陸商業銀行不良貸款餘額達7,669億元(人民幣,下同),較上季末增加725億元,壞帳連續12季上升,並創下近4年新高,不良貸款率為1.16%,較上季末上升0.09%,大陸商業銀行貸款損失準備餘額為18,952億元,較上季增加698億元;此外,2014年前三季商業銀行平均資產利潤率為1.35%,比去年同期下降0.01%。

11/4     Chairman Lin Join-sane leads a delegation to Fujian

SEF Chairman Lin Join-sane led a mission to visit Taiwan businesspeople in Fujian from November 4 to 9. The group went to Fuzhou, Fuqing, Pingtan, Putian, Quanzhou, Xiamen and other areas in Fujian during the six-day stay. The mission met with Secretary of CPC Fujian Provincial Committee You Quan and secretaries and deputy secretaries of local municipal committees of the CPC. The group attended the Fuzhou Taiwan Business Association's 20th anniversary and ceremony for the appointment of new officials, as well as the 22nd anniversary of the Xiamen Taiwan Businessmen's Association. It also visited local Taiwan-funded enterprises and held Taiwan business forums to hear the hopes of Taiwan businesspeople and publicize the content of the Cross-Strait Trade in Services Agreement. The mission also reflected the views of Taiwan businesspeople to help to resolve problems facing Taiwan enterprises during meetings with mainland officials in the various places visited. 


11/7     Minister of Economic Affairs and NDC Minister lead a delegation to attend the 2014 APEC Annual Ministerial Meeting

The Asia-Pacific Economic Cooperation (APEC) 26th Annual Ministerial Meeting (AMM) was held on November 7 to 8 in Beijing. Taiwan was jointly represented at the meeting by Minister of Economic Affairs Woody Duh and National Development Council Minister Kuan Chung-ming. This year's AMM reviewed the major achievements of APEC in the 25 years since its establishment in 1989, including trade liberalization and investment facilitation. Also discussed were ways to further enhance, from the existing foundation, the important role played by APEC in the economic and trade development of the Asia-Pacific region to effectively respond to the rapid changes in the new international era. The major theme of the meeting was mutually trusting, inclusive and win-win Asia-Pacific partnerships. Discussions focused on promoting regional economic integration, promoting innovative development, economic reform and growth, and strengthening comprehensive links and infrastructure development. 


11/9     Siew-Xi Meeting at APEC continues promotion of peaceful cross-strait relations

Former Vice President Vincent Siew and PRC President Xi Jinping held the third Siew-Xi Meeting at the Great Hall of the People in Beijing. Both sides reiterated that the 1992 Consensus is the key to the peaceful development of cross-strait relations. Former Vice President Siew proposed the "creation of a new upgraded framework for cross-strait relations," new mechanism for participation in regional integration, a new model to accelerate negotiations on trade in goods, and the construction of a new exchange platform. He also stressed that both sides should adhere to the "three unwaverings," including adhering unwaveringly to the objectives of jointly safeguarding the overall situation of peaceful development, jointly consolidating determination to make the "1992 consensus" an important foundation for cross-strait interactions and negotiations, and jointly promoting institutionalized cross-strait economic cooperation and working for the welfare of the people on both sides of the strait. President Xi Jinping said that the two sides must "strengthen confidence, build mutual trust, show mutual respect, and positively interact." He also stated that it is impossible that cross-strait relations will be entirely smooth, however ties will move forward and the two sides can continue to build mutual trust on the common political basis of adhering to the 1992 Consensus and opposing Taiwan independence. 


11/10   Mainland and South Korea complete substantive negotiations  on FTA

PRC President Xi Jinping and South Korean President Park Geun-hye met in Beijing. The two sides jointly confirmed the completion of substantive negotiations on the free trade agreement (FTA) between the mainland and South Korea. After the meeting, the mainland and South Korean representatives signed the minutes of the meeting concluding the substantive negotiations on the FTA. The mainland and South Korea will formally sign the agreement in early 2015 and aim to bring the pact into effect in 2015. According to the results of the negotiations, the two side will liberalize trade in goods covering more than 90% of tariff categories and 85% of trade amount. The agreement covers 17 areas, including the trade in goods, trade in services, investment and regulations. 


11/12   Both sides at the "Wang-Zhang Meeting" reiterate the "1992 Consensus" and reach a six-point consensus

MAC Minister Wang Yu-chi met with Director Zhang Zhijun of the mainland's Taiwan Affairs Office in Beijing. The two sides talked about recent developments in cross-strait relations and related issues. Minister Wang said that the "1992 consensus" has been the key to the dramatic improvement and progress in cross-strait relations over the past six years. In the future, the two sides will continue to seek progress amidst stability based on the 1992 Consensus, which is the greatest common denominator between the two sides, and continue to advance the peaceful and stable development of cross-strait relations. On issues related to institutionalized cross-strait negotiations, both sides agreed to actively promote talks on operational matters related to follow-up negotiation issues, including operational talks on the Trade in Goods Agreement, as well as to respond concretely matters of respective concern to each side. On the reciprocal establishment of institutions by the SEF and the ARATS, the two sides will deal pragmatically with issues of mutual concern and actively promote early completion of the negotiations to meet the public's expectations for institutions with high-quality service functions. The two sides will authorize the holding of SEF-ARATS discussions on mainland tourist transits in Taiwan. Regarding cross-strait economic cooperation and joint participation of the two sides in regional economic integration, the two sides will carry out specific communication as soon as possible. In the area of cross-strait food safety, the two sides agreed to continue strengthening exchanges and cooperation through the mechanism of the Cross-Strait Food Safety Agreement. 


11/14   President Ma meets with 2014 APEC Economic Leaders' Meeting delegation

President Ma Ying-jeou met on November 14 with the Taiwan delegation attending the 22nd APEC Economic Leaders' Meeting. The President first thanked Leader Representative Vincent C. Siew for his hard work while representing him for the second time at this important international meeting and for enhancing Taiwan's visibility in APEC. He also affirmed the proposals raised and the fruitful results achieved by Leader Representative Siew during the meeting, as well as the emphasis during the meeting between Leader Representative Siew and mainland Chinese leader Xi Jinping on the "1992 Consensus" as the main basis for peaceful development between the two sides. 


11/14   Chairman Lin Join-sane leads a mission to visit Dongguan and Changsha

SEF Chairman Lin Join-sane led a mission to to Dongguan, Guangdong and Changsha, Hunan from November 14 to 16. During the visit, the group attended the 21st anniversary of the Dongguan Taiwan Business Association and the 14th anniversary and inauguration of the seventh term directors and supervisors of the Changsha Taiwan Business Association. Chairman Lin also presided at the kickoff ceremony for the 2014 Cross-Strait Changsha Slow Pitch Softball Invitational and joined a social gathering for presidents of central China branches of the Association of Taiwan Investment Enterprises on the Mainland. Chairman Lin also reflected the views of Taiwan businesspeople to help to resolve problems facing Taiwanese enterprises during meetings with ARATS Chairman Chen Deming, Governor of Hunan Province Xu Shousheng, Deputy Secretary of the CPC Guangdong Provincial Committee Ma Xingrui and officials in the various places visited. 


11/17   The mainland and Australia complete substantive negotiations  on FTA

The mainland and Australia completed substantive negotiations on a free trade agreement (FTA) and signed a letter of intent in Canberra. Once the agreement takes effect, Australia will eliminate tariffs on all products from the mainland and the mainland will eliminate tariffs on 95% of the products imported from Australia. Australia is expected to enjoy a US$18 billion benefit from the pact over the next ten years. In the area of investment, the two sides will grant each other most-favored nation treatment. With respect to trade in services, the mainland will open more than 40 service sectors and professional and technical sectors, including education, legal, information technology, financial, medical, urban planning, engineering and construction, management consulting services, e-commerce and other sectors. Australia will be accepted as an renminbi (RMB) qualified foreign institutional investor (RQFII) up to the level of RMB50 billion. An RMB clearing bank will also be established in Sydney. 


11/17   NPL ratio in the mainland commerical back rises for 12th consecutive quarter to hit a nearly four-year high

The mainland's China Banking Regulatory Commission latest data showed that mainland commercial banks had RMB766.9 billion in nonperforming loans (NPLs) as of the end of the third quarter of 2014, up RMB72.5 billion from the end of the previous quarter. The mainland's NPL ratio has risen for 12 consecutive quarters to hit a nearly four-year high of 1.16%, up 0.09 percentage points from the end of the previous quarter. Loan loss reserves at mainland commercial banks increased by RMB698 billion to RMB1.8952 trillion. Furthermore, commercial banks' average return on assets was 1.35% in the first three quarters of 2014, down 0.01 percentage points from the same period last year.
