9/2        海基會林中森董事長率董監事參訪團赴陸參訪


海基會林中森董事長於9月2日至5日率董監事赴浙江寧波、舟山及杭州進行4天參訪,期間出席「杭州台商協會16周年慶」,並參訪台資企業、與台商座談,除傾聽台商心聲,同時廣宣兩岸服務貿易協議相關內容,並鼓勵台商回台投資,並在會見浙江省委書記夏寶龍及各地官員時反映台商意見,協助台商解決問題。


9/2        2014年APEC第11屆能源部長會議於北京舉行    


經濟部長杜紫軍率團出席在北京舉行的亞太經濟合作會議(APEC)第11屆能源部長會議,與會各方發表「北京宣言」並達成4大共識,包括:繼續強化2001年APEC各經濟體領導人簽署的能源安全倡議(ESI);重申未來亞太地區的液化天然氣(LNG)市場在全球和地區燃料結構中的重要性,並同意消除任何可能延緩再生能源技術進步和產業發展的貿易保護和限制措施;重申「到2035年將亞太地區總能源強度比2005年降低45%」的目標;承諾到2030年APEC地區的再生能源及發電量在能源結構中的比例,較2010年多一倍的目標,並支持安全高效發展核電,倡導在確保核安全、防擴散等基礎上,加強交流與合作。


9/2        大陸國台辦主任張志軍率團訪美


大陸國台辦主任張志軍2日率團訪問美國華府,除與美國國務院副國務卿伯恩斯及熟悉美國與兩岸關係的學者專家會面外,並前往紐約及洛杉磯會晤當地僑界人士。這是張志軍接任國台辦主任後首次訪美,備受關注。


9/3        第四屆「兩岸產業合作論壇」在台中召開


第四屆「兩岸產業合作論壇」在台中召開,本次論壇主題為「厚植共同利益,促進協調發展」,分別由我方召集人經濟部常務次長沈榮津及陸方召集人發改委副主委胡祖才進行演講。論壇總結報告中,陸方建議兩岸可以總結產業合作面臨的問題,透過區域合作,進行試驗性制度對接與合作模式的創新突破。我方則綜整兩岸產業合作階段性的發展成果,強調ECFA兩岸產業合作工作小組成立的7個產業分組未來將持續就質檢通關、試點、強化技術合作及標準對接等議題推動相關工作。


9/4        政院核定捐助美金100萬元協助大陸雲南賑災


大陸雲南省昭通市日前發生強震,造成人員嚴重傷亡,我政府基於人道關懷,行政院已核定,參照前例,由政府捐助美金100萬元,並透過海基會轉交大陸海協會,協助當地震災重建。 據大陸官方統計,雲南省昭通市在本年8月3日,發生規模6.5級強震(地震深度12公里),造成108萬人受災、617人死亡、112人失蹤、3143人受傷,房屋倒塌8萬餘間。


9/9        海基會舉辦「2014大陸台商秋節座談聯誼活動」


海基會於9月9日在台中舉辦「2014大陸台商秋節座談聯誼活動」,各地台商協會會長及代表、政府相關部會官員、全國工、商總代表、民間團體等逾400人與會。本次活動安排參訪中部科學工業園區;於台商座談時,由經濟部、陸委會、教育部等相關單位進行專題簡報,並分別邀請台企聯郭山輝總會長等8位台商代表就台商投資現況、面臨問題提出建言。馬英九總統、吳敦義副總統及江宜樺院長先後蒞臨晚宴,致詞勉勵台商。


9/17     陸委會副主任委員施惠芬兼任海基會副董事長兼秘書長


海基會舉行第8屆董監事第1次臨時聯席會議,就陸委會副主委施惠芬兼任海基會副董事長、秘書長案,提請董監事會同意任命。另由於外交部常務次長史亞平、教育部前次長黃碧端的業務調整或職務異動,分別改由外交部政務次長高振群、教育部政務次長林思伶擔任海基會董事。


9/18     施惠芬首度率司法考察團赴陸參訪


海基會副董事長兼秘書長施惠芬率海基會司法考察參訪團赴大陸,展開兩岸共同打擊犯罪及司法互助協議從2009年生效後第5次的參訪行程。施惠芬副董事長表示,兩岸共同打擊犯罪及司法互助協議,雙方已有工作小組相互溝通,此次參訪係進行例行整合性的溝通,並共同訂定明年雙方的工作重點。出訪團員包括陸委會、海基會、司法院、法務部國際與兩岸法律司、海巡署、移民署、調查局、刑事警察局等單位人員,期間拜訪大陸司法部、公安部、最高人民法院、最高人民檢察院等。


9/19     林董事長會見湖南省長杜家毫


湖南省省長杜家毫9月17日來台進行6天參訪,期間安排與台灣中小企業座談,並實地考察基層社區,也藉由湖南衛視舉辦「芒果握手會」,與台灣影視界進行創新互動。林中森董事長19日會見杜家毫省長表達歡迎之意,並強調台灣為人民自由各抒己見的多元社會,不希望服貿協議的審議過程,影響兩岸正常的交往合作與後續議題協商,同時也感謝湖南長期以來對當地2千多家台資企業的支持。


9/23     林中森董事長率媒體高層赴陸參訪


海基會林中森董事長於9月23日至28日率媒體高層參訪團赴大陸進行6天參訪,除訪問貴州當地電視台、台資企業外,並出席「海峽兩岸交流基地─貴陽孔學堂」揭牌儀式,也安排與貴州台商座談,傾聽心聲。期間另前往四川綿陽出席「綿陽台商協會9周年慶」,廣宣政府大陸政策及簽署各項協議的效益,並鼓勵台商回台投資。

9/2        SEF Chairman Lin Join-sane leads delegation of directors and supervisors to mainland China


SEF Chairman Lin Join-sane led a delegation of SEF directors and supervisors to Ningbo, Zhoushan and Hangzhou from September 2 to 5. During the  four-day itinerary, the group attended the 16th anniversary of the Hangzhou Taiwan Business Association, visited Taiwanese-funded enterprises, and participated in Taiwan business forums to listen to the hopes of Taiwanese businesspeople, publicize the Cross-Strait Trade in Services Agreement, and encourage mainland-based Taiwanese enterprises to invest back in Taiwan. The group also reflected the views of Taiwanese businesspeople during meetings with Secretary of CPC Zhejiang Provincial Committee Xia Baolong and other officials to help resolve problems confronted by Taiwanese companies. 


9/2        2014 APEC Energy Ministerial Meeting held in Beijing


Minister of Economic Affairs Woody Duh led a delegation to attend Asia-Pacific Economic Cooperation (APEC) 11th Energy Ministerial Meeting held in Beijing. The participants issued the "Beijing Declaration" and reached four major consensuses, including: continuing to strengthen the Energy Security Initiative (ESI) signed by APEC economy leaders in 2001; reiterating the importance of the future Asia-Pacific market for liquefied natural gas (LNG) in the global and regional fuel structure, and agreeing to eliminate any potential delays to the progress of renewable energy technology and trade protection and restrictive measures facing industrial development; reiterating that by 2035 the total energy intensity ratio for the Asia-Pacific region would be reduced by 45% from the 2005 level; and pledging by 2030 to double the ratio of renewable energy and generating capacity in the APEC region's energy structure, compared to the 2010 level, as well as supporting safe and efficient development of nuclear power and strengthening exchanges and cooperation on the basis of  ensuring nuclear safety and nonproliferation. 


9/2        Taiwan Affairs Office Director Zhang Zhijun leads a delegation to the United States


Director of the mainland's Taiwan Affairs Office (TAO) Zhang Zhijun led a delegation to visit Washington, DC on September 2. The delegation met with U.S. Deputy Secretary of State William Burns and scholars and experts familiar with U.S. and cross-strait relations. The group also met with overseas Chinese in New York and Los Angeles. The closely watched visit was Zhang Zhijun's first trip to the U.S. since becoming director of the TAO. 


9/3        Fourth Cross-Strait Industrial Cooperation Forum held in Taichung


The Fourth Cross-Strait Industrial Cooperation Forum was held in Taichung under the theme, "Building Common Interests, Promoting Coordinated Development." Taiwan convener Vice Minister of Economic Affairs Shen Jong-chin and mainland convener National Development and Reform Commission Vice Chairman Hu Zucai presented speeches at the event. In the forum summary report, the mainland proposed that the two sides could summarize issues facing industrial cooperation and, through regional cooperation, form experimental system links and make innovative breakthroughs in modes of cooperation. The Taiwan side presented an overview of the phased results of cross-strait industrial cooperation, emphasizing that the seven industry subgroups established under the ECFA Cross-strait Industrial Cooperation Working Group will continue to promote work related to quarantine,inspection and customs clearance, trial points, strengthening technical cooperation and docking standards. 


9/4        Executive Yuan approves US$1 million donation to support Yunnan disaster relief


The Executive Yuan approved a US$1 million humanitarian donation following a devastating earthquake in the mainland city of Zhaotong, Yunnan Province. The funds were transferred by the SEF to ARATS to support reconstruction work. According to official statistics from the mainland, Zhaotong experienced a 6.5-magnitude earthquake (with a seismic depth of 12 kilometers) on August 3 this year. The quake affected 1.08 million people, left 617 people dead, 112 missing, and 3,143 injured, and destroyed over 80,000 houses. 


9/9        SEF holds 2014 Mid-Autumn Festival gathering of Taiwan businesspeople in the mainland


The SEF held the 2014 Mid-Autumn Festival gathering of Taiwan businesspeople in the mainland on September 9 in Taichung. The event was joined by more than 400 people, including presidents and representatives of Taiwan Business Associations, government officials, and representatives of national industrial and commercial associations and private organizations. The program included a visit to the Central Taiwan Science Park, as well as a Taiwan business forum, where officials of the Ministry of Economic Affairs, Mainland Affairs Council, Ministry of Education and other agencies presented briefings on various topics. Chairman Samuel Kuo of the Association of Taiwan Investment Enterprises on the Mainland and eight Taiwanese business representatives offered suggestions on Taiwan's investment situation and problems. President Ma Ying-jeou, Vice President Wu Den-yih and Premier Jiang Yi-huah attended the dinner banquet and presented speeches encouraging the Taiwanese business community. 


9/17     MAC Deputy Minister Shih Hui-fen appointed as SEF Vice Chairman and Secretary-General


The SEF held the first interim joint meeting of the 8th board of directors and supervisors. Mainland Affairs Council Deputy Minister Shih Hui-fen was appointed by the board of directors to serve concurrently as SEF Vice Chairman and Secretary-General. Vice Minister of Foreign Affairs Vanessa Shih and former Vice Minister of Education Huang Pi-twan resigned as SEF directors due to duty adjustments or position changes. They were replaced by Vice Minister of Foreign Affairs Andrew J.C. Kao and Political Deputy Minister of Education Lucia S. Lin. 


9/18     Shih Hui-fen leads first judicial mission to the mainland


SEF Vice Chairman and Secretary-General Shih Hui-fen led a SEF judicial mission to the mainland. This was the fifth such mission to be sent by the SEF since the Agreement on Joint Cross-Strait Crime-Fighting and Mutual Judicial Assistance took effect in 2009. Vice Chairman Shih said that both sides have been communicating through working groups on issues related to the agreement. The purpose of the latest visit was  routine integrated communication and to jointly set the work focus of the two sides next year. The mission members included personnel from the Mainland Affairs Council, SEF, Judicial Yuan, Department of International and Cross-Strait Legal Affairs under the Ministry of Justice, Coast Guard Administration, National Immigration Agency, Investigation Bureau, Criminal Investigation Bureau and other units. The group visited the mainland's Ministry of Justice, Ministry of Public Security, Supreme People's Court, and Supreme People's Procuratorate during the visit. 


9/19     Chairman Lin meet Governor of Hunan Province Du Jiahao


Governor of Hunan Province Du Jiahao arrived in Taiwan on September 17 for a six-day visit. The itinerary included participation in a small and medium enterprise forum and field trips to grassroots communities. Hunan Television also held a "Mango Handshake Meeting" to promote innovative interaction with Taiwan's film and television industry. Chairman Lin Join-sane met Governor Du Jiahao on September 19. In addition to welcoming the governor, Chairman Lin emphasized that Taiwan is a pluralistic society where people are free to express their views. He expressed hope that the review process for the Trade in Services Agreement would not affect the normal cross-strait exchanges and cooperation and negotiations on follow-up issues. He also thanked Hunan for its long-term support of of the more than 2,000 Taiwanese-funded enterprises in the province. 


9/23     Chairman Lin Join-sane leads high-level media mission to visit mainland China


SEF Chairman Lin Join-sane led a high-level media mission to visit the mainland from September 23 to 28. The six-day itinerary included visits to a local television station and Taiwanese-funded enterprises in Guizhou. The group also attended the opening ceremony for the Hall of Confucius Studies in Guiyang, as well as arranged a forum to listen to the hopes of the Taiwan business community in Guizhou. The mission went to Mianyang, Sichuan to attend the ninth anniversary of the Mianyang Taiwan Business Association. The mission also publicized the government's mainland policy and benefits of the agreements signed, as well as encouraged mainland-based Taiwanese enterprises to invest back in Taiwan.
