7/1 馬總統宣布成立全球招商及經濟戰略小組


因應ECFA時代,馬英九總統與蕭萬長副總統舉行「台灣新契機,亞洲新時代-關鍵時刻,正確選擇」記者會,宣布由行政院成立「全球招商專案小組」,由經濟部、財政部、行政院金融監督管理委員會等單位跨部會合作,在3個月內提出招商方案,並定期檢討成效。另在國家安全會議下成立「全球經濟戰略小組」,督導推動創新、招商的工作。

7/1   陸客銀聯卡在台可領現


國內銀行公會、財金公司及中國銀聯宣布,即日起大陸觀光客持有銀聯卡,可在台18家銀行,計1.6萬台貼有「Union Pay銀聯」的自動櫃員機提領新台幣現鈔、預借現金及餘額查詢,每日提領上限1萬元人民幣,手續費1美元。 不過,因台灣ATM每次提領上限是2萬元台幣,所以陸客要分3次,才可以領足。

中國銀聯是世界第三大發卡公司,發卡張數超過7億張,超過100個國家可以使用,大陸民眾幾乎人手一張,陸客來台洽商、旅遊及留學習慣使用銀聯卡。

7/1   廣西壯族自治區黨委書記郭聲琨訪問台灣


大陸廣西壯族自治區黨委書記郭聲琨,於7月1日率領上千人的經貿文化代表團抵台,進行為期5天的交流訪問,這也是兩岸簽署ECFA後,第一位訪台的大陸正省級人士。郭聲琨此行以「深化交流合作寶島行」為主題,主要目的是深化合作、走親訪友、學習取經。此行除了拜會國民黨榮譽主席連戰、吳伯雄、海基會董事長江丙坤,還探望前海基會董事長辜振甫遺孀辜嚴倬雲,並且前往花蓮和中南部地區,與原住民和客家鄉親進行交流。

7/2   遼寧省常務副省長許衛國率經貿文化交流團訪台      


遼寧省常務副省長許衛國率團於2日至8日訪台,大陸知名「二人轉」表演團體趙本山及小瀋陽也隨行來台演出。許衛國一行於3日晚間在台北看望了10位孤兒和單親家庭兒童後,即轉往宜蘭、雲林、高雄等地參訪台灣農業技術及設施,並採購農產品。      

7/4   吉林省副省長陳偉根率經貿團來台參訪


吉林省副省長陳偉根率團來台,除出席「2010吉林經貿旅遊交流合作週」活動,另在台北、台中、台南等地舉辦商貿採購專項洽談會。吉林團二度來台,採購代表包括大、中型百貨等8家相關企業,採購項目有農產食品、百貨用品、民生用品、各類工藝品及家電等。

7/6 多數民意肯定第五次「江陳會談」協議成果


陸委會6日公布最新民調顯示第五次「江陳會談」簽署的「海峽兩岸經濟合作架構協議」和「海峽兩岸智慧財產權保護合作協議」2項協議,有七成三的民眾持正面肯定的評價,且有高達近八成(79.3%)的民眾贊成繼續透過兩岸制度化協商,來處理兩岸交流問題。


陸委會表示,這次簽署的「海峽兩岸經濟合作架構協議」,有超過六成以上的民眾對整體協商成果感到滿意(61.1%),同時肯定台灣農漁產品有18項可以免關稅進入大陸市場(63.6%),且有超過半數以上(53.1%)的民眾認為政府有保障台灣弱勢產業,至於在「海峽兩岸智慧財產權保護合作協議」上,更有高達七成以上(73.1%)的民眾感到滿意。

7/10     第6屆兩岸經貿文化論壇在廣州舉行


第6屆兩岸經貿文化論壇(國共論壇)10、11日在廣州舉行。這次論壇以「加強新興產業合作、提升兩岸競爭力」為主題,會中討論新能源、環保節能、教育文化等議題。這次台灣參加兩岸經貿文化論壇成員除國民黨榮譽主席吳伯雄外,還有國民黨副主席林豐正、蔣孝嚴、國民黨智庫副董事長蔡勳雄,以及台彩董事長薛香川等多名企業界人士參加。兩岸工業、科技、能源、環保產業界代表人士,及文化、教育、體育、新聞界的專家學者,共計400餘人出席論壇。

7/10     海基會舉辦2010大陸台商子女快樂研習營


海基會舉辦的2010大陸台商子女「探索台灣之美」快樂研習營,7月10日上午在台灣藝術大學舉辦,今年研習營分3梯次舉行,招收來自東莞、華東、上海3所大陸台商子弟學校以及各地的台商子女共計480人參加。此次研習營以台灣北部及中部地區為主要活動地點,除聘請專業教師講解正體字、台灣史地、衛教保健等課程外,並安排台商子女搭乘高鐵、參訪台中自然科學博物館、苗栗農業改良場、順益台灣原住民博物館、關渡自然公園、台北101大樓等人文景觀與現代化建設。

7/12  「電子視像行業協會」抵台採購 面板


大陸電子視像行業協會秘書長白為民再度率領大陸彩電廠高階主管來台採購。外貿協會除了在13日辦理「海峽兩岸平板顯示產業合作研討會」之外,也安排採購團參訪友達、奇美電、華映、億光及晶電等國內面板及LED龍頭大廠,落實今年度53億美元的預期採購目標。

7/15     我開放陸客澎湖落地簽證


陸委會配合小三通政策檢討,修正《試辦金門馬祖澎湖與大陸地區通航實施辦法》,對小三通海運業者強化管理,同時開放陸港澳居民來台探親可走小三通,讓在台居留大陸配偶的父母及未成年子女及已在台定居的大陸配偶父母、子女、兄弟姊妹等親人眷屬,皆可經由小三通出入台灣與金、馬或澎湖。這次修法也放寬探親親等為二親等內血親或配偶在金、馬或澎湖設戶籍者,且停留期限也放寬,由每次7天6夜放寬為每次不得逾2個月。此外,即日起也開放大陸觀光客赴澎湖落地簽證,但不能由澎湖中轉來台灣,期盼能吸引陸客赴澎湖觀光。

7/18     大陸再開放6省區赴台旅遊


海峽兩岸旅遊交流協會公告,自7月18日起,新增內蒙古、西藏、甘肅、青海、寧夏、新疆6省區,為大陸居民赴台旅遊的開放區域。至此,大陸所有省市區全都開放了赴台旅遊。2008年7月18日,大陸居民赴台旅遊在13個省、直轄市試點開放,2009年2月擴大到25個省、區、市。

7/1  President Ma announces the establishment of global business investment and economic strategy task forces

President Ma Ying-jeou and Vice President Vincent Siew held a press conference to announce the formation of an Executive Yuan  “Global Investment Task Force” to facilitate interdepartmental cooperation among the Ministry of Economic Affairs, Ministry of Finance, and Financial Supervisory Commission in relation to the Economic Cooperation Framework Agreement (ECFA). Within three months, the task force will present a plan for attracting business investment. It also will regularly review the plan results. In addition, a “Global Economic Strategy Task Force” will be established under the National Security Council to guide and promote innovation and business investment work.

7/1 Mainland visitors can get cash in Taiwan with Union Pay card

The Bankers Association of the Republic of China, financial companies in Taiwan, and China Union Pay announced that from today, mainland Chinese tourists with Union Pay cards will be able to withdraw new Taiwan dollars from 16,000 ATMs (with Union Pay stickers) operated by 18 banks in Taiwan. Mainland visitors can also use the machines for cash advances and to check balance. There is a daily RMB limit on withdrawal amounts and a US$1 processing fee. However, since the Taiwan ATMS have NTD-denominated limits, mainland visitors will need to make three withdrawals to total the daily RMB limit.

China Union Pay is the world’s third-largest card issuer, with over 700 million cards in circulation. Mainland business, tourist and student visitors are accustomed to using the cards when visiting Taiwan.

7/1 Guangxi Zhuang Autonomous Region Party Secretary Guo Shengkun to visit Taiwan

Guangxi Zhuang Autonomous Region Party Secretary Guo Shengkun, led a thousand-plus-person trade and cultural mission to visit Taiwan for a five-day exchange visit from July 1. He was the first provincial level official to visit Taiwan from the mainland since the two sides signed the ECFA. The visit aimed to “deepen exchanges and cooperation with Taiwan,” including visits with family and friends and experience exchange. Guo visited KMT Honorary Chairman Lien Chan, Wu Poh-hsiung, SEF Chairman Chiang Pin-kung, and Cecilia Koo, widow of former SEF Chairman Koo Chen-fu. The mission also visited Hualien and the central and southern regions for exchanges with Hakka and aboriginal communities.

7/2 Vice governor of Liaoning Province Xu Weiguo leads commercial and cultural exchange mission to Taiwan

Xu Weiguo, executive vice governor of Liaoning Province, led a delegation to visit Taiwan from July 2 to 8. Zhao Benshan and Xiao Shenyang of the well-known mainland performance group Er Ren Zhuan also joined the mission and gave a performance while in Taiwan. On the evening of July 3, Xu met with 10 orphans and the children of single-parent families in Taipei. The mission then continued on to Yilan, Yunlin, and Kaohsiung to inspect agricultural technology and equipment and procure agricultural products.

7/4 Jilin Province Vice Governor Chen Weigen leads economic and trade delegation to visit Taiwan

Chen Weigen, vice governor of Jilin Province, led a delegation to Taiwan to attend the “2010 Jilin Economic, Trade, Tourism Exchange and Cooperation Week” activity. The group also held procurement meetings in Taipei, Taichung, and Tainan. This is the second procurement mission sent by Jilin to Taiwan. This time the group was joined by representatives of eight medium and large-sized department stores. They were sourcing agricultural and food products, consumer and daily use goods, handicraft items and home appliances and electronics.

7/6 Majority support the results of the fifth Chiang-Chen Talks

The Mainland Affairs Council (MAC) announced the results of its latest public opinion survey on July 6. The survey polled views on the cross-strait ECFA and Intellectual Property Right (IPR) Protection and Cooperation Agreement signed at the fifth Chiang-Chen Talks. 73% of the public were supportive of the agreements, and 79.3% approved the handling of cross-strait issues through institutionalized cross-strait negotiations .

The MAC stated that 61.1% of the public were satisfied with the outcome of the negotiations overall. At the same time, 63.6% of the public were satisfied with the 18 items included for tariff-free access to the mainland market. Over half of the people (53.1%) believed that the government had protected vulnerable industries in Taiwan. And over 73.1% of the public said they were satisfied with the IPR agreement.

7/10 Sixth Cross-Strait Economic and Trade Forum held in Guangzhou

The Sixth Cross-Strait Economic and Trade Forum (KMT-CPC Forum) was held in Guangzhou on July 10 and 11. “Strengthening Cooperation in Emerging Industries and Raising Cross-strait Competitiveness” was the theme of this year’s event. Taiwan participants in the forum included KMT Vice Chairman Lin Fong-cheng, John Chiang, vice chairman of the KMT think tank Tsai Hsun-hsiung, and Taiwan Lottery Chairman Hsueh Hsiang-chuan. Experts and scholars from both sides in the areas of industry, commerce, technology, energy, and environmental protection were also among the more than 400 people attending the forum.

7/10  SEF holds the 2010 “Happy Learning Camp” for the children of Taiwanese businesspeople in mainland China

The SEF held the 2010 “Happy Learning Camp” for the children of Taiwanese businesspeople in mainland China on the morning of July 10 at the Taiwan University of the Arts. Under the theme of “Exploring the Beauty of Taiwan, the camp consisted of three sessions attended by a total of 480 students from three Taiwanese schools in the mainland, including schools in Dongguan, eastern China and Shanghai. The main camp activities were held in northern and central Taiwan. In addition to attending classes on writing in the traditional Chinese script, Taiwanese history and geography, and health education, the students took a trip on the high speed rail to visit the Museum of Natural Science, Miaoli Agricultural Improvement Farm, Shung Ye Museum of Formosan Aborigines, Guandu Nature Park, Taipei 101 and other sites.

7/12  China Video Industry Association visits Taiwan to buy panels

China Video Industry Association Secretary-General Bai Weimin led a mainland procurement delegation to Taiwan. The Taiwan External Trade Development Council (TAITRA) arranged a “Cross-strait Flat Panel Display Industry Cooperation Seminar” on July 13 as well as visits to LED heavyweights AU Optronics, Chi Mei Optoelectronics, Chunghwa Picture, Everlight Electronics, and Epistar. The mission is expected to generate an estimated US$5.3 billion in procurement orders.

7/15 Taiwan allows issuance of landing visas in Penghu for mainland visitors

As part of a “Mini-Three-Links” policy review, the MAC amended the “Regulations Governing the Trial Operation of Transportation Links Between Kinmen/Matsu/Penghu and the Mainland Area” to strengthen management of the shipping industry under the “Mini-Three-Links” program. The revised regulations also extend the links to allow mainland Chinese, Hong Kong and Macao residents to make family-related visits to Taiwan via the “Mini-Three-Links.” This will enable the parents and non-adult children of mainland spouses residing in Taiwan, as well as the dependents of the parents, children and siblings of mainland spouses who are already residing in Taiwan to travel to Taiwan, Kinmen, Matsu and Penghu via the links. The revised rules also extend the maximum period of stay for relatives up to the second degree and spouses with registered households in Kinmen, Matsu or Penghu from seven days and six nights to up to two months. In addition, mainland tourists can also apply for a landing visa in Penghu, but cannot transfer from Penghu to the main island of Taiwan, with the aim of promoting mainland tourism visits to Penghu.  

7/18  Mainland allows residents of six additional provinces and areas to visit Taiwan

The Cross-strait Tourism Exchange Association announced that the residents of six additional provinces and areas would be allowed to visit Taiwan from July 18, including Inner Mongolia, Tibet, Gansu, Qinghai, Ningxia, and Xinjiang. The mainland allowed residents of 13 provinces and special municipalities to visit Taiwan on a trial basis from July 18, 2008. The policy was extended to a total of 25 provinces, areas and cities in February 2009.
